The new Redondo Beach Transit Center (RBTC) located at 1521 Kingsdale Avenue will have twelve Bicycle Lockers that will be available for public bicycle storage. City Council must approve policies and fees in order to issue permits for the use of the lockers.

The bicycle locker program will be managed by the Community Services Department Transit Division.

The resolutions approve the permit agreement template, authorize the Transit Manager or Designee to execute the permit agreements, and amend the Master Fee schedule to include the bicycle locker six-month permit rate of $24, and locker key security deposit fee of $20. The proposed fees for City Council consideration are adjustments to Community Services Department fees.

L.1., File # 22-5189 Meeting Date: 1/17/2023
A new fee to the Community Services Department Fees is requested to allow and issue permits for the bicycle lockers located at the new Redondo Beach Transit Center (RBTC). The RBTC includes twelve bicycle lockers available for bike storage. Locker permit and security key deposit fees must be established, as well as policies and procedures. Staff has reviewed various transit bicycle locker fees and agreements in Los Angeles and Orange Counties, and recommends rates similar to industry permit/rental periods and rates. The fees will be reflected in the proposed master fee schedule update.

The Transit Division will manage and provide customer services for the bicycle locker storage program. The bicycle locker storage requests and agreements will be reviewed and approved by Transit Division staff, who will accept payments, track permit periods, issue renewal notices, manage waiting lists, and perform related duties of the program. The attached resolution authorizes the Transit Manager or designee, to sign the agreements.

The bicycle locker storage agreement template defines the permit terms and rules, and includes City standard agreement terms, including:
· Locker Usage
· Locker and Security Deposit Fees
· Permit Period and Renewal Process
· Locker Maintenance Requirements
· City Inspection Rights
· Assumption of Risk
· Indemnification
· Termination
· Abandoned Property Procedures

COORDINATION
Communication of the Public Hearing for the proposed user fee revisions has been conveyed to the public through the publication of a Public Hearing Notice in the Easy Reader, at City Hall, and on the Financial Services webpage.

The Community Services and Financial Services Departments participated in the preparation of the proposed fee amendments. The resolutions were approved as to form by the City Attorney’s Office.

FISCAL IMPACT
The bicycle locker and locker key security deposit fees will be reflected in the master fee schedule update. The Transit Fund revenues from the fees are estimated at $576 annually. The locker permit revenues will be used to offset operating costs for managing the program.
