BETWEEN
THE CITY OF REDONDO BEACH
AND
NOBLE CONSULTANTS, INC.
THIS SECOND AMENDMENT TO THE AGREEMENT FOR CONSULTING SERVICES Second Amendment") is made between the City of Redondo Beach, a chartered municipal corporation (" City") and Noble Consultants, Inc., a California corporation Consultant").
WHEREAS, on November 18, 2014, the parties hereto originally entered into that certain Agreement for Consulting Services between the City and Consultant ("Agreement"); and WHEREAS, on March 21, 2017, the parties hereto entered into a First Amendment to the Agreement; and
WHEREAS, City and Consultant desire to amend the Agreement pursuant to the terms and conditions set forth herein.
NOW, THEREFORE, the parties hereby agree to make the following amendments to the Agreement:
1. Scope of Services: Exhibit A of the Agreement is hereby amended to add the following scope of duties Consultant shall complete:
Consultant shall perform the following services associated with King Harbor.
TASK 1 — SEA LEVEL RISE (SLR) VULNERABILITY STUDY
A. SLR vulnerability assessment
Consultant shall review and provide a summary of inundation vulnerability based upon hazards analysis performed by others. Consultant shall collect, compile, and review existing and available information on coastal flood hazard in the vicinity areas of King Harbor. At a minimum, the information shall consist of Flood maps for various SLR projections published on the Our Coast Our Future (OCOF) website, and as computed by the US Geological Survey using their Coastal Storm Modeling System ( CoSMoS) program; and Flood Insurance Rate Maps (FIRM) and Flood Insurance Study ( FIS) Reports published by Federal Emergency Management Agency (FEMA). Consultant shall prepare a preliminary SLR vulnerability report based on their review of the available flood maps and reports.
B. Stillwater Level SLR Inundation Mapping
Consultant shall hire sub consultant, Psomas, to perform an aerial topographic survey of the King Harbor lease areas north of Portofino Way. The intent of the survey is to provide complete topographic map coverage of the Harbor. For the north Harbor topographic survey, aerial targets shall be set on the ground and surveyed to precision x, y, and z control points. A low altitude aerial overflight of the north harbor shall then be schedule to photograph the site. An orthorectified color photograph of the north harbor area shall be prepared. The precision photography shall be reduced to a 1 inch equals 40 foot scale planimetric map with one foot elevation contours and spot elevation delineation to fill flatter regions. The map shall be used to prepare a digital elevation model of the north King Harbor region.
C. Coastal Flood Hazard Analysis and Mapping
Based on the aerial topographic mapping, Consultant shall prepare a detailed coastal flood hazard analysis using the response-based approach recommended by FEMA. Inundation maps will be prepared that represent a coastal flood event that has a 1% chance of occurrence in any year. The low and high SLR projection values as forecast by the National Research Council in 2012 will be included in the analysis and mapping. The study phase shall include the following tasks:
1) a wave transformation analysis shall be performed to determine incident wave conditions at multiple locations in King Harbor. The nearshore ( outside harbor) wave condition shall be represented by the wave data at a nearshore station that was determined in the Corps of Engineers' Coast of California Storm and Tidal Waves Study (CCSTWS) for Los Angeles County.
2) a wave runup analysis shall be performed to determine the 1% annual chance Base Flood Elevation ( BFE). The analysis shall be performed using the response- based approach and the methodologies recommended by FEMA for coastal hazard analysis. The wave runup analysis shall be conducted for multiple locations in King Harbor. For locations where wave overtopping occurs, flood water propagation distance shall be further empirically computed to determine the estimated inundation boundary. The analysis shall be conducted for the low and high future SLR projection scenarios.
3) Flood inundation maps shall be generated based on the results of above task.
The flood hazard vulnerability will be assessed for the low and high SLR projection scenarios.
D. SLR Management Strategy
Consultant shall initiate a process of proactive preparedness planning, and introduce and explore potential management strategies that may be considered to deal with future SLR in King Harbor. Based on various potential SLR elevations, Consultant shall prepare strategies for methods to deal with future sea level rise in King Harbor such as retreat, elevate, and protect ( elevation or protection of backlands and improvements). 1) Plan formulation
rriN
Based upon the results of the vulnerability assessment, Consultant shall consider a range of elevation and protection strategies for the King Harbor parcels. The Harbor shall be divided into three planning zones: open water areas and mooring basins, the land/ water shoreline interface, and backland mole fill areas. Consultant shall propose a preliminary SLR planning map of the Harbor to suggest planning zones in terms of elevation, land use, and existing infrastructure. Elevation and protection strategies shall be delineated to illustrate the potential extents of fill and diking that may be required to address future SLR within the various Harbor parcels. 2) Internal Workshop Collaboration/ Final Report
Consultant shall conduct a one- day internal workshop with City staff to informally review and discuss future goals and objectives and alternative strategies that might be considered for short term and long range implementation. Based on the results of the workshop, Consultant shall refine alternative SLR management strategies into a revised Harbor map that illustrates the short term and long range solutions that may be the most feasible candidates for further consideration and public review. The results of the study shall be summarized in a written report that consists of narrative and figures that summarizes King Harbor' s future SLR vulnerability and presents a range of management strategies that may be considered for incorporation within the Harbor' s land use and development policy.
TASK 2 — BASIN 3 SEAWALL CONDITION ASSESSEMENT
A. Field Investigation
Consultant shall perform a visual inspection of the visible portions of the seawall during low tide conditions to assess and document existing conditions. Observations of the existing seawall stem and cap section shall follow condition state definition guidelines published in the California Department of Transportation' s Bridge Element Inspection Manual.
B. Geotechnical Investigation
Consultant shall hire subconsultant, Geotechnical Professionals, Inc. ( GPI), to perform a geotechnical engineering study to assess the seawall' s foundation properties and existing condition of the backfill. The following tasks shall be performed.
1 Review prior soils reports and data including the 1960 design plans, 1974 Converse report, 1976 Lockwood report, and the more recent studies prepared for the Waterfront Project. Permission to reference the latter studies shall be provided to us by the City.
2 Perform a site reconnaissance visit to observe existing pavement condition and other indicators of foundation related problems or backfill loss issues.
3 Conduct a limited field exploration program to further assess backfill condition. The field program shall consist of eight cone penetration tests (CPTs) and four hand auger borings. The CPT' s and borings shall be performed within 5 feet of seawall edge to determine the strength and characteristics of the backfill material. The CPTs shall allow the collection of a relatively detailed definition of subsurface layering and in- situ measurement of soil properties needed for evaluation of the seawall. The CPT's shall penetrate to a depth of approximately 8 to 10 feet or the point of refusal on the seawall' s subsurface concrete footing.
The CPT' s shall be performed with a limited access track mounted rig delivered to the site on a trailer with a flatbed pickup. The small dimensions of the track rig also make it ideal for the tight access areas within Basin B between the bulkhead and the buildings while considering existing utilities in the area. The dimension of the rig is approximately 4 feet wide and 9 feet long. A closure of a portion of the boardwalk area during our work may be necessary. The operation may also create temporary periods of noise levels that may be objectionable to some.
Consultant may request the City to clear access and coordinate closure of the boardwalk area during the field exploration program.
Hand- augers shall be drilled at four of the CPT locations to a depth of about 4 to 6 feet. Sampling depth shall be determined by the caving characteristics and water level in each hole. Small bulk samples of representative soil layers at depth intervals of two feet shall be collected.
4 Perform a limited number of laboratory tests to determine engineering properties of the backfill material. Test shall include in situ moisture content and grain size analysis.
5 The results of the site reconnaissance visit, field exploration, laboratory testing, and geotechnical engineering evaluations shall be summarized in a written report. The report shall contain a project and site description, discussions of the seismic setting, summary of engineering studies, recommendations and conclusions pertaining to the design parameters to assess stability of the existing bulkhead, plus logs of the field explorations and laboratory test results. Report recommendations shall include properties of fill behind the bulkhead, assessment of bearing capability of the existing seawall compared to its original design, lateral earth pressures for structural capacity assessment, seismic design criteria parameters, and a discussion on liquefaction and lateral spreading potential.
C. Destructive Testing and Analysis
Consultant shall perform limited destructive testing of the seawall' s concrete exposed wall face to assess the structural integrity and soluble chloride contamination levels within the concrete matrix. Four-inch diameter cores shall be drilled in the wall stem concrete to obtain specimens for visual examination and subsequent laboratory testing and analysis. Destructive testing services shall proceed in the following sequence:
1. Six core locations shall be selected at evenly distributed points over the length of the seawall.
2. Prior to core drilling, the wall face surrounding each hole location shall be scanned using hand held ground penetration radar concrete scanning equipment to locate embedded reinforcement steel. Core locations shall be adjusted as best as possible to avoid cutting existing longitudinal and transverse reinforcement bars. Each core hole shall be drilled to a depth of approximately five inches depending upon site conditions and the ability to retrieve and extract complete specimens. Drilled holes shall be re- filled using an appropriate nonshrink cementitious repair material.
3. Each core specimen shall be visually inspected and logged to note the extent of cracking, defects, or other notable features. Cores shall then be sent to the concrete laboratory to have the following tests and analysis performed:
Petrographic examination to determine physical condition and composition in accordance with procedures outlined by ASTM C 856 and Water-soluble chloride content per ASTM C 1218.
The concrete core drilling program shall be conducted by Consultant' s subconsultant, John S Meek Construction Company (JSM) and laboratory analysis of core specimens shall be performed by sub- consultant, CTL Group in Skokie, Illinois.
D. Structural Engineering Assessment
Consultant shall perform a structural engineering analysis of the seawall to assess its static and dynamic load carrying capacity for as- built and estimated existing conditions. The following tasks shall be performed:
1 A finite element model of the seawall structure shall be developed using Visual Analysis computer software. Service conditions for dead and live loads shall be defined for the structural model.
2 A baseline analysis shall be performed to compute the theoretical safe working load capacity for the seawall subjected to earth pressure, gravity dead and live loading combinations, and pseudo- static dynamic earthquake load conditions.
The scenario is intended to represent the seawall' s like-new as- built condition shortly after construction in 1960.
3 A current condition analysis of the seawall shall be performed based on an estimate of the existing degree of degradation observed in above referenced test. In this analysis, an estimate of the seawall's reduced working load limits shall be based upon Consultant' s assessment of the extent of concrete and reinforcement steel deterioration.
4 Consultant shall provide a professional opinion regarding the seawall' s structural load carrying capacity and structural integrity. In consultation with City staff, Consultant shall review alternative repair and rehabilitation measures to provide preliminary recommendations for additional studies and/ or repair and maintenance action.
E. Report
The results of all task and testing above shall be presented in a written technical report that summarizes all observations, findings, recommendations, and professional opinions. The report shall consist of narrative and figures that discuss existing seawall condition, structural capacity, and recommendations for repair, maintenance, or follow-up investigations.
TASK 3 — MAINTENANCE DREDGING
A. Bathymetric and Topographic Survey
Consultant shall perform a precision bathymetric and topographic condition survey of the entire King Harbor, the potential nearshore sediment placement area near the Topaz Groin, and the potential beach placement site between the Municipal Pier and the Topaz Groin.
