I'm writing in support of the Catalina Village project, which offers so much to the community. Specifically, I love how the project incorporates retail elements (Tasting Room and Breakfast Pantry) that the whole neighborhood can enjoy. The project also does a great job blending California coastal-style architecture with the existing historic Redondo Beach homes. And most importantly, the endeavor to clean up existing soil is a huge, expensive undertaking that many developers would shy away from! I hope others join me in my support. Thanks very much!

I am highly supportive of this project. First off, I love the aesthetic of this project, it would be a great fit to the community and enhance our surroundings. Further, adding affordable housing would be a big win as the community has very little of that. Very supportive!

Hello and thank you to the Redondo Beach City Council and members of city staff. I'm Brandee Keith, Sr. Public Affairs Specialist for the Geographic Outreach Team of the South Coast Air Quality Management District. I'm happy to share that the application period for the 2023 Carl Moyer Program is now open. This is a great opportunity to upgrade older, heavier-polluting diesel engines and equipment to cleaner, cost-effective equipment, and help alleviate air pollution by reducing NOx, particulate matter, and ROG emissions. In the past, the program has helped to fund upgrades to vehicle fleets, construction equipment, and other heavy duty replacements both on- and off-road. Both public and private projects may be eligible for funds through Carl Moyer.
The Carl Moyer Program does not pay for compliance with a regulation - instead, it provides competitive grants for the incremental cost of cleaner-than-required engines, vehicles, and equipment. The program focuses on cleaning the air by replacing older heavy-duty diesels with electric, alternative-fuel, or cleaner diesel technologies.
For details or to download the program brochure, please visit our website, or I can be contacted at [email protected].
The application period and close on May 9, 2023 at 11:59 PM. Thank you again.

This project provides a much needed solution to the current housing problem, and does so in a way that compliments the surrounding architecture. It also incorporates retail uses that the entire community will benefit from, as well as draw visitors to the area’s surrounding recreational options.
The proposal has clearly been developed thoroughly over the last four years. This is evident by the use of coastal architectural themes that fit the surrounding residential areas, and by the team limiting the size of the project to avoid creating a sore thumb. The development team showed they care about preserving the area because they expressed their intent to clean the current soils from past commercial uses. This is the type of development we want to support and encourage in Redondo Beach.
I ask the city approve the project to support local developers and environmentally conscious development on behalf of the residents.

We are residents of the community and we strongly support the Catalina Project.
1. It will help us to create even a stronger community.
2. It will encourage our community to walk outside more in a community safe and friendly setting.
3. It will encourage our community to socialize more with our friends and family at our local businesses and amenities.
4. It will help our community to clean up potentially dangerous , toxic and wasteful peace of land.
5. It will encourage our younger generation to stay in our community due to affordable housing and not let them move far due to high cost of living.
We strongly believe that the developer and his team are providing practical and caring solutions and resolutions to some of the important aspects of our community and would like to express our great gratitude to the developer, his team and the Catalina Project!

If the developer or his attorney threaten to pull their project out of Redondo Beach if they don’t get everything they want, let them go.
This was their threat during the planning process.
There are flaws in this plan that need to be fixed, especially lack of parking, lack of sufficient open green space, and the manipulation of laws concerning affordability.
I support the appeal.
I oppose giving the developer carte blanche until those areas of concern are fixed.

This developer truly cares about our community because he lives here. The project even incorporates plans for remediation of soil contamination on the site. It's a great design that will fit very well into the community. It's time to breathe new life into this plot of land that has gone unused for so long and can bring so much value and vibrant energy into this part of the community. This is a great project and should be approved to move forward.

I have several family members who live in Redondo near this proposed development, so I'm very familiar with the location of this project. I also frequent many of the local restaurants and businesses. The design of the project is very thoughtful. It preserves the commercial space, while also incorporating high-quality housing options for the community. It's time to revive this forgotten part of the city! It's much too valuable to the community to let it sit like this any longer. This developer is himself a local who cares about the community, and has paid close attention to what will flow well with the existing neighborhood and surroundings. I strongly support this project given the excellent architectural design and thoughtful balance between residential and commercial. It's just what this part of the city needs! I would like to express my strong support for approval of this project.

I am writing to support the development of the Catalina Village Project. I appreciate the thoughtful design of the project - it preserves the historic commercial buildings and incorporates desirable retail amenities while also providing good housing options for the community. Some of the specific things that appeal to me include:
* The coastal plantation design of the residential buildings, which nicely complements existing historic Redondo Beach homes
* Townhome-style rental units that provide more options for workers and families who are not yet ready to purchase homes
* Incorporating an interesting retail element that the neighborhood can enjoy * Courtyard dining, which creates an outdoor experience for patrons that doesn’t take up valuable street parking, and aligns with the post-pandemic preference for open environments * Providing off-street parking with a design that does not create the feel of a parking lot between the street and the project buildings
* Cleaning up existing soil contamination

This project has been a long time coming. The site currently is an eyesore. I am a local resident and I drive by it every time I go to the pier. Mr. Mueller has put forth a very attractive proposal that will significantly upgrade the area and provide some real live to a very dead block. This will provide much needed housing for the Southbay as well as significant tax revenues for the county. Redondo Beach needs this. Mr. Mueller is a consciencous developer and has had several very attractive developments in the local area. I urge you to approve this project.

As a long time South Bay resident I am highly supportive of this project. It will convert an ugly vacant lot to a beautiful new mixed use development. It will provide additional housing units - which we sorely need in the South Bay. It will also provide retail space which will provide jobs and enhance the neighborhood feel by giving residents a walkable destination. An added benefit is less cars on the road and more opportunities for residents to mingle on streets or in the retail shops which is additive to the tight knit community in which we live. Highly support! Sean Pedersen

As a direct neighbor to this project from 231 N Broadway I am excited to see this project completed. The plan is thoughtfully constructed with a good balance for all stake holders in the community. More housing does help to keep all housing more affordable and I am optimistic that City Council will resist the typical calls to oppose this project based on NIMBYism and think of the greater impact it has on the entire community by creating a welcoming development for all to come share our wonderful community. Can't wait to be able to have more options to walk to for a coffee or a beer.

Exactly the type of project needed in this area. This combination of residential with commercial build-out is a move to the future of development, driving more affordable living in the area and creating a unique use of historical buildings that would otherwise sit unused. Fully supportive of getting this project approved and adding tremendous value to this underutilized location.

The concepts for this project are a value add to the community. It allows for updated use of the land, while protecting the charm of the older architecture. The planned coffee shops and tasting room will be a great addition for locals. I strongly support this project and as someone who has lived in Redondo beach for 13 years, I look forward to seeing the project go forward.

Building additional housing units will make housing more affordable for renters in the area. Plus, everything needs to be updated every once in a while. The design proposal will bring a fresh, new look and energy into the area.

Because of the complexity of this issue, I will provide comments by email with additional details. In short, I believe that the City Planning Department is too cozy with developers. I base this conclusion on the Planning Department's approval of project Objective 1 - a "gamed" objective with the sole purpose of prohibiting many or even all CEQA compliant outcomes.
Objective 1 requires at least 26 market rate units. On its face, that Objective serves no purpose other than to disallow alternatives that would comply with CEQA VMT requirements. Due to Objective 1, the City has instead elected to fabricate a Statement of Overriding Concern to allow this excessive, commercial development and its negative impacts on the surrounding residents.
Had City Planning been an advocate for the residents and CEQA, it would not have allowed such a binding constraint to be included as a project objective. Why not 30 units? Why not 29? Why not 35? The number is arbitrary and defiles the environment.
Commissioners and the Council can both ignore that Objective. No - developers are not required to be given environmental damages as rewards for gaming project Objectives. If the Planning Department won't protect the residents, then the Planning Commissioners and the Council or Courts need to step in.
I have experience in billion$ in CEQA projects. Surely I am not the only proponent that's had to give up an objective to get a project through WITHOUT an OVERRIDE? Please do your job, defend the residents, and modify the project to get back inside of traditional CEQA approval without waiver of permanent damages.

Absolutely not. Not only is this not an actual affordable living project with permanent housing, the refusal of the developer to include any parking whatsoever ("because he doesn't have to") will create an extreme burden on nearby residents who may end up having to park and walk blocks away to get to their homes. Especially for older and disabled people, this is an untenable outrage to force upon them. Not to mention, the parking element violates the Coastal Commission Act for access to our public beaches, which you cannot ignore.

This is the first I've heard of this project and it's shocking to say the least. It does not fit into the neighborhood, nor does it represent Redondo's charm. I especially do not support having the 122 short term living single or double occupancy at this location. Catalina coffee was a staple social hub, casual, kid friendly, story time and I used to have pop-up trunk shows there as a local artist. We need more of that here, not this.
Why has this not been more publicized well before the draft EIR? Well, this is my 2 cents. My husband and I have been wondering for a long time what would happen with that property. He is also in opposition as well as our daughter who still has her memorabilia from our times spent there. This is just sad.

I strongly support granting an appeal and overturning the Planning Commission’s decisions on this project.
The vehicle parking proposed is grossly inadequate for a residential development of this capacity along with the planned retail business activity. Additionally, the traffic study is seriously flawed considered the number of residents, visitors, and retail customers that this project hopes to generate.
Additionally, mixed use development projects have not been good for Redondo Beach, and this one definitely does not fit into the neighborhood. These types of mixed use projects usually suffer from high resident turnover and no reliable anchor tenants for the commercial space, exacerbated by parking and traffic problems.
