EXECUTIVE SUMMARY
The City of Redondo Beach has received $8.975 million from Los Angeles County Metropolitan Transportation Authority (LACMTA / Metro) in Measure R Highway Program funds for three regional street improvement projects endorsed by the Infrastructure Working Group (IWG) of the South Bay Cities Council of Governments (SBCCOG) and the SBCCOG Board. The projects include: PCH Arterial Improvements from Anita to Palos Verdes Blvd.; PCH and Anita Street Intersection Improvements; and Inglewood Avenue at Manhattan Beach Boulevard Intersection Improvements (Southbound Right Turn Lane) Projects. The scope of the projects includes design, right-of-way acquisition and construction.
Each project’s funding agreement had an initial term of five years, after which extensions are granted on a year to year basis to allow for closer tracking of project progress by Metro and SBCCOG. The three projects are in various stages of development ranging from the design phase, to right-of-way acquisition and construction. The proposed amendments will extend the existing funding agreements by another 2 years with no additional changes being recommended at this time.
BACKGROUND

$12.206 million from Metro in Measure R Highway Program funds for six regional street improvement projects endorsed by the Infrastructure Working Group of the SBCCOG. The projects and their Metro funding commitment include:
PCH Arterial Improvements from Anita to PV $1,400,000
Anita/PCH Street Intersection Improvements $2,400.000
PCH/Torrance Right Turn Lane Improvements $ 935,000
PV Blvd/PCH Right Turn Lane Improvements $ 389,000
Aviation/Artesia Right Turn Lane Improvements $1,907,000 Inglewood/MBB Right Turn Lane Improvements $5,175,000
Total: $12,206,000
Two of the six projects are complete. The construction phases of the Westbound Palos Verdes Boulevard at PCH Right Turn Lane Improvements Project and Northbound PCH at Torrance Boulevard Right Turn Lane Improvements Project were fully executed on April 18, 2018 and May 19, 2020, respectively. One of the project’s (Aviation/Artesia Right Turn Lane Improvements) funding agreement was previously extended and requires no action at this time.
Over the years the original funding agreements have lapsed and had to be extended by amendments, with some requiring multiple amendments due to the extended timeline required to fully implement the projects. The original letters of agreement and previous amendments can be found at the following links: City of Redondo Beach - File #: 19-0553 (legistar.com) <https://redondo.legistar.com/LegislationDetail.aspx?ID=4293124&GUID=4A193DA3-1BA0-4ABBAD9E-CABB9EDD3B18> and -City of Redondo Beach File#: 21-2047 (legistar.com) <https://redondo.legistar.com/LegislationDetail.aspx?ID=4797326&GUID=244A3B74-7C44-448DBEAD-601548652E92&Options=&Search=>. It is likely that additional extensions may be required for some of these projects, due especially to delays in the right of way acquisition phase and/or construction phase due to extensive utility relocation and/or material procurement activities.
COORDINATION
The time extension amendments for these three projects have been coordinated with the SBCCOG and Metro. The City Attorney’s Office approved the amendments as to form.
FISCAL IMPACT
The total allocation of the South Bay Measure R Highway Program funds to the City of Redondo Beach for the three projects is $8,975,000. The funding does not require a local match, but funds are paid to the City on a cost-reimbursement basis. Neither the original Agreements nor these amendments have any impact on the City’s General Fund.
