APPROVE FUNDING AGREEMENT #920000000M460209 WITH LOS ANGELES COUNTY
METROPOLITAN TRANSPORTATION AUTHORITY FOR THE NORTH REDONDO BEACH BIKEWAY (NRBB) EXTENSION - INGLEWOOD AVE PROJECT, JOB NO. 41260, AWARDED THROUGH REGIONAL MEASURE M FUNDS IN THE AMOUNT OF $1,735,000
EXECUTIVE SUMMARY
On August 27, 2020, the Los Angeles County Metropolitan Transportation Authority (LACMTA/Metro) Board approved the North Redondo Beach Bikeway (NRBB) Extension- Inglewood Ave. Project, allocating $200,000 of Regional Measure M funds for project design. Subsequently, on September 22, 2022, the LACMTA Board approved an increase in funding in the amount of $1,535,000 for right of way acquisition and additional design, for a total project budget of $1,735,000. Approval of this funding Agreement will allow staff to move forward with the property acquisition at the southeast corner of Inglewood Avenue and Grant Avenue and, subsequently, complete design of the project.
BACKGROUND
Measure M is a one-half cent sales tax approved by Los Angeles County voters in November 2016 to meet the transportation, highway and transit needs of Los Angeles County. The City of Redondo Beach received $200,000 from LACMTA in Measure M Highway Program funds for the NRBB Extension - Inglewood Ave Project endorsed by the Infrastructure Working Group of the SBCCOG.
The LACMTA Board approved an increase in funding on September 22, 2022 in the amount of $1,535,000, for right of way acquisition and additional design, which was also supported by the SBCCOG Board.
The project consists of continued improvement to the City's active transportation network and, in particular, improvements to the NRBB. This project builds on previous efforts to close gaps in the City’s bike network. It is adjacent to a planned construction project to complete the Bikeway within the SCE right of way that parallels Rockefeller Lane, between Felton Lane and Inglewood Avenue, which the City is working on with funding from a separate Regional Measure M grant. The initial grant provided design funding of $200,000 to close the gap between the Bikeway terminus at Inglewood Avenue and to move southward along the west side of Inglewood Avenue to Ripley Avenue. The additional funding will allow purchase of the parcel immediately south and east of the intersection and support the design of improvements to the intersection at Grant Avenue at Inglewood Avenue to accomodate enhanced bicycle and pedestrian crossing to this parcel.
The goal of these projects is to connect several spokes of the City's active transportation network to

The goal of these projects is to connect several spokes of the City's active transportation network to link residential areas in southern, central and northern Redondo Beach to the commercial areas around the South Bay Galleria and the City's new Transit Center on the east side of the City. One spoke extends to the southwest, along Ripley Avenue, past residential areas and two schools with eventual connection to Dominguez Park, the Beach Cities Health District Campus and eventually the pier and beach areas. A second spoke extends west along Grant Avenue, past a school and a regional park to the commercial corridor along Aviation Blvd. on the City's western border with Hermosa Beach. A third, northwesterly spoke, provides access to residential areas in the north of the City along the SCE right of way with eventual connection to Northrop Grumman’s campus, the current terminus station of the Metro C (Green) Line and the City of Manhattan Beach. The fourth spoke heads eastward along Grant Avenue toward the commercial mall area, now under redevelopment and the City's new Transit Center. The City is also party to a $6.6M Metro Active Transport Grant funded effort that will continue and enhance the active transportation network to the northeast along the Ripley/Grant/Redondo Beach Blvd. corridor as far as El Camino College.
At the time the applications for the two grants were made, enhancement of the bicycle network northeastward along Grant Avenue as far as Kingsdale Avenue was beyond the City’s reasonable capacity. However, the City now has an opportunity to secure the needed right of way to continue its network to the east, and these efforts will not overburden its capacity. The opportunity involves securing additional right of way for the project. The subject 6,300 square foot parcel at the southeast quadrant of the Grant Avenue/Inglewood Avenue intersection is privately held by a willing seller.
Purchase of the parcel by the City will provide an opportunity to enhance the experience of network users by creating a dedicated "hub" between these spokes, as a place to gather, rest, regroup and stage for additional activities along the network. The City owns the predominant portion of this quadrant but the privately held parcel is situated at the corner of the roadway intersection in a way that inhibits meaningful use or development for the users of the active transportation network.
Purchase of the parcel, which would complete the City's control over the quadrant, will allow development of an inviting waypoint and overall network enhancement that will contribute to higher use of the network as a whole.
Given the timely opportunity, the City obtained the SBCCOG support from the working group and board for the off-cycle modified scope and increase in funding for this project. Subsequently, Metro Board approved the modification on September 22, 2022. Approval of this funding Agreement will allow staff to move forward with the property acquisition and, subsequently, complete design of the project. The City would then plan to return to an on-cycle request to acquire funding for construction of these improvements. Staff will be returning to the City Council with a purchase and sale agreement for the parcel as soon as soon as it can be finalized.
COORDINATION
The funding Agreement has been approved as form by the City Attorney’s Office.
FISCAL IMPACT
The total allocation of the Measure M Highway Program funds to the City of Redondo Beach for this project is $1,735,000. The funding does not require a local match, but funds are paid to the City on a cost-reimbursement basis.
