TITLE
APPROVE AN AGREEMENT WITH PYRO SPECTACULARS, INC. IN THE AMOUNT OF $70,000 FOR A BARGE BASED FIREWORKS DISPLAY ON JULY 4, 2023 IN KING HARBOR
EXECUTIVE SUMMARY
On October 11, 2022, the City Council received a presentation on possible events for July 4, 2023 which included a privately sponsored fireworks event as part of the Riviera Village festival, a City sponsored fireworks display and consideration of the return of the Fourth of July 5K Run on July 4, 2023. The City Council approved all three events and an appropriation of $75,000 from the Harbor Tidelands Fund to support the City sponsored fireworks display.
Following an informal bid process, staff began discussions with Pyro Spectaculars, Inc. (Pyro Spectaculars) to develop the proposed Agreement for the 2023 Fourth of July City sponsored event.
The Agreement includes: a 20-minute fireworks display; the cost and coordination of the barge and tug rentals; preproduction services; music production and choreography; a licensed pyrotechnic operator; specialized crew; an electronic firing system; and pyrotechnic safety equipment. The proposal also includes insurance coverage, sales tax and delivery for a total of $70,000. Considering Pyro Spectaculars’ success in past events in the City, staff recommends the City Council approve the proposed Agreement with Pyro Spectaculars for the 2023 Fourth of July event.
BACKGROUND
On October 11, 2022, the City Council received a presentation on possible events for July 4, 2023 which included a Riviera Village festival sponsored by Mr. Jeff Ginsberg that would include a bargebased firework show off of Avenue I, a City sponsored fireworks display from a barge in King Harbor and the privately sponsored Fourth of July 5K Run. Following discussion, the City Council approved all three events to take place on July 4, 2023.
Community Services staff conducted an informal bid process for the City sponsored fireworks display and reached out to three vendors. Pyro Spectaculars successfully produced the City sponsored fireworks display in 2022 and provided the lowest bid received. One vendor was unable to submit a proposal for consideration due to existing commitments for the 2023 holiday. A third vendor submitted a proposal that exceeded the production cost of Pyro Spectaculars.
As mentioned above, Pyro Spectaculars’ proposal includes a 20-minute fireworks display; the cost and coordination of the barge and tug rentals; preproduction services; music production and choreography; a licensed pyrotechnic operator; specialized crew; an electronic firing system; and

choreography; a licensed pyrotechnic operator; specialized crew; an electronic firing system; and pyrotechnic safety equipment. The proposal also includes insurance coverage, sales tax, and delivery for a total of $70,000.
Pyro Spectaculars has a strong history of working collaboratively with the City’s public safety and Public Works teams to ensure all safety protocols are followed. Pyro Spectaculars is also the preferred vendor for the Rivera Village event, which provides seamless coordination between the two fireworks shows.
Staff recommends the City Council approve the Agreement in the amount of $70,000 with Pyro Spectaculars for a barge-based show in King Harbor for the 2023 Fourth of July event.
