TITLE
APPROVE A GRANT AGREEMENT WITH THE U.S DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE, FOR THE FY 2022 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM FOR AN AMOUNT NOT TO EXCEED $12,729 FOR THE TERM OCTOBER 1, 2021 TO SEPTEMBER 30, 2023
ADOPT BY 4/5THS VOTE AND BY TITLE ONLY RESOLUTION NO. CC-2302-015 A RESOLUTION

OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, MODIFYING THE ADOPTED BUDGET FOR FISCAL YEAR 2022-2023 TO APPROPRIATE $12,729 IN BUREAU OF JUSTICE ASSISTANCE FY 2022 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM FUNDS

EXECUTIVE SUMMARY
The U.S. Department of Justice, through its Office of Justice Programs Bureau of Justice Assistance, awarded a grant in the amount of $12,729 to the City of Redondo Beach for the period of October 1, 2021 through September 30, 2023. Grant funds will be utilized for police projects as authorized by BJA.

BACKGROUND
The Police Department has received Edward J. Byrne Memorial Local Law Enforcement Block Grants (LLEBG) and Justice Assistance Grants (JAG) from the Federal Bureau of Justice Assistance since 1996. In the 2005 Federal Budget, the name of the grant program was changed from the Local Law Enforcement Block Grant (LLEBG) to the Justice Assistance Grant (JAG). JAG is based on Part I crime and population with a minimum funding amount, and Redondo Beach has been approved for $12,729 in FY 2022 grant funds. JAG streamlines the former LLEBG process, distributes funds up front, allows money to be used over a two-year period and requires fewer fiscal and programmatic reports and eliminates "mandatory set asides."
The Redondo Beach Police Department seeks to use the money in the purpose area of "law enforcement and training," specifically for Police Department community engagement, outreach materials and digital productions with a focus on recruitment efforts.

COORDINATION
The Grant Agreement, Certifications and Assurances, and Resolution have been approved as to form by the City Attorney’s Office.
