DESIGN FOR PREPARATION OF OBJECTIVE RESIDENTIAL DESIGN STANDARDS TO EXTEND THE CONTRACT TERM THROUGH DECEMBER 31, 2023 AND TO INCREASE THE AMOUNT BY $72,080 FOR A NEW CONTRACT TOTAL NOT-TO-EXCEED $212,035 WHICH IS FUNDED BY SB2
GRANT AND GENERAL PLAN MAINTENANCE FUNDS
EXECUTIVE SUMMARY
On June 8, 2021, the City Council approved a contract with Lisa Padilla (dba Cityworks Design) to prepare Objective Residential Design Standards, which is an objective in the City’s Strategic Plan.
Since that time, public engagement through workshops with the Planning Commission, local design professionals and the community has been completed. Regular internal meetings with Planning staff have also been held, in addition to the preparation of initial draft standards.
The original contract term was through June 30, 2022. On June 14, 2022, the City Council approved a first amendment to the Agreement, extending the term through December 31, 2022.
During this time, focus on the Community Development Department shifted to revisions to the City’s 6th Cycle Housing Element update. The Housing Element was adopted and certified in the Fall, and work was able to continue on the Objective Residential Design Standards. The second amendment to the agreement with Cityworks, which was approved on October 4, 2022, extended the term of the Agreement to March 31, 2023 to allow time for public hearings before the Planning Commission and City Council.
The initial grant to fund this work was extended through 2023. Since the deadline was extended, the Planning Commission Subcommittee assigned to working on the residential design guidelines requested additional time to review the draft standards and obtain community feedback. Recognizing the importance of educating and gathering input from the community, staff requested that Cityworks prepare a proposal to provide support for additional Planning Commission Subcommittee and Planning Commission/Community meetings. The additional scope will increase the cost of the contract by $72,080 for a new total not-to-exceed amount of $212,035. This contract amendment also extends the deadline to correspond with the added scope and the extension of the grant period.

were adopted almost 20 years ago. A contract with Cityworks Design was approved by City Council on June 8, 2021, with an initial term through June 30, 2022 to assist with completion of the work.
The contract calls for the guidelines to be updated with objective design standards and include ADUs and the R-1A “tall and skinny” residential zone, which are not covered in the current document.
The original contract deadlines were aligned with the SB2 Grant Funding from the California Department of Housing and Community Development (HCD). HCD has granted extensions to the SB2 Grant Agreements to allow additional time for completion, due to many of these grants being utilized for Housing Elements that are not finalized.
This contract amendment will extend the term of the agreement to correspond with the grant agreement extension and will also accomodate additional community feedback opportunities.
COORDINATION
The contract amendment has been prepared by the City Attorney’s Office.
FISCAL IMPACT
The original contract cost was $138,955, which was fully funded through SB2 Grant Funds awarded to the City by the California Department of Housing and Community Development through a grant agreement executed on June 12, 2020. The additional contract amount of $72,080 will be funded through the City’s General Plan Maintenance Fund.
