To: MAYOR AND CITY COUNCIL
From: LUKE SMUDE, ASSISTANT TO THE CITY MANAGER
TITLE
INTRODUCE BY TITLE ONLY ORDINANCE NO. 3250-23 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AMENDING SECTIONS 2-9.401 AND 2-9.403 OF TITLE 2, CHAPTER 9, ARTICLE 4 OF THE REDONDO BEACH MUNICIPAL CODE
PERTAINING TO THE ESTABLISHMENT OF THE PUBLIC WORKS AND SUSTAINABILITY
COMMISSION, FOR INTRODUCTION AND FIRST READING
EXECUTIVE SUMMARY
As part of the strategic planning process, the City Council requested that staff research and report on options to provide a policy review and advisory mechanism for environmental issues through the creation of a new Commission, or the addition of these responsibilities to an existing body. After evaluating the available options, both Council and the Public Works Commission recommended adding environmental advisory responsibilities to the scope of duties of the Public Works Commission. First reading, and subsequent approval, of the attached Ordinance would memorialize the requested scope changes for the Public Works Commission and create the Public Works and Sustainability Commission in its place.
BACKGROUND
In order to address current and future environmental policy concerns, the City Council requested staff report on options for including environmental advisory functionality in an existing Board or Commission, or establish a new environmental advisory body.
Staff found that the City has a healthy number of Boards and Commissions and that there is very little room on the existing City calendar to accommodate another regular evening meeting. As such, the preferred approach was to find an existing Board or Commission with sufficient bandwidth and ability to evaluate environmental issues facing the City.
The Public Works Commission evaluates hazardous and solid waste disposal, recycling and organic programs, along with watershed management and water conservation. Additional environmental review responsibilities would compliment the existing mandate of the Commission and add additional substance to this Commission’s duties. The recommendation to add these responsibilities was presented to the Public Works Commission on October 24, 2022 and received unanimous support.
Council, then, supported the recommendation unanimously at its November 15, 2022 meeting and provided additional direction that has been captured in the attached Ordinance. If approved, the Ordinance would amend Section 2-9.401 of Title 2, Chapter 9, Article 4 of the Redondo Beach
