DISCUSSION AND POSSIBLE ACTION TO APPROVE THE AGREEMENT FOR DESIGN

SERVICES WITH NUVIS LANDSCAPE ARCHITECTURE FOR THE RENOVATION AND REHABILITATION OF SEASIDE LAGOON FOR A NOT-TO-EXCEED TOTAL OF $3,112,534 FOR THE TERM FEBRUARY 7, 2023 THROUGH DECEMBER 31, 2028

EXECUTIVE SUMMARY
On September 7, 2021, the Redondo Beach City Council directed staff to initiate the process of drafting a request for proposals (RFP) for a qualified consultant team to design and construct the Seaside Lagoon Renovation/Rehabilitation project. An RFP was prepared by staff and approved by the City Council on May 17, 2022.

Responses to the RFP were due on July 25, 2022, and the City received three responses from teams well qualified to design Seaside Lagoon. Based on a review of the written proposals by a selection committee comprised of the Waterfront and Economic Development Director, the Public Works Director, the Community Development Director, the Community Services Director and the Assistant to the City Manager, two firms were invited to participate in oral interviews. Following the interview, the selection committee unanimously selected Nuvis Landscape Architecture, with associated subconsultants, to design the Seaside Lagoon Renovation/Rehabilitation project as they presented the the best combination of skill, project experience and cost. The Consultant Agreement sets forth the scope of work for the plan, the term of the contract and the not-to-exceed total of $3,112,534 for preparation of the design, environmental review, entitlements, preparation of construction ready plans and oversight of construction for the Seaside Lagoon Project.

In May 2021, Redondo Beach city officials worked with State Legislators to obtain funding for the renovation/rehabilitation of Seaside Lagoon. In July 2021, Governor Gavin Newsome signed the state’s budget, which included an appropriation of $10 million for the Seaside Lagoon project.

Additionally, the City Council appropriated $1,000,000 of Tidelands Funds to support the Seaside Lagoon rehabilitation work.

BACKGROUND
Seaside Lagoon is a one-of-a-kind, multi-purpose aquatics and special events facility located on oceanside State Lands in Redondo’s King Harbor. The Lagoon serves hundreds of thousands of visitors each year from the surrounding region, with approximately 80% coming from communities outside Redondo Beach. The vast majority of visitors travel from inland Los Angeles communities such as Hawthorne, Gardena, Inglewood and other cities that do not have immediate access to

coastal recreational amenities.

Seaside Lagoon’s infrastructure is wholly unique and is fed by ocean water that is piped through the AES powerplant to cool its turbines, chlorinated before entering the lagoon to meet County public health requirements and then de-chlorinated before being discharged into the harbor in order to meet strict State and Federal standards related to water quality. Though this method of bringing water to the Lagoon was innovative at the time of its construction, the City now faces challenges maintaining antiquated and obsolete infrastructure in order to meet County Department of Health standards and the increasingly strict ocean discharge requirements. Seaside Lagoon’s inadequate infrastructure limits the operation of the facility to only four months per year.

The project is expected to: rehabilitate the over 60-year old facility; reduce environmental impacts by eliminating water discharge into the ocean and thereby eliminating the need to meet the Regional Water Quality Control Board’s Waste Discharge Requirements & Permit; enhance the recreation aquatic amenities; and reconfigure the property to allow for significantly increased year-round use and special events.

Nuvis Landscape Architecture will be tasked with creating a design that will build upon the approved Public Amenities Plan, which identifies design options for Seaside Lagoon based on community outreach. The Consultant shall perform an existing conditions analysis, confer with a subcommittee of the Harbor Commission, perform public outreach, appear before the Harbor Commission and review minimum requirements outlined by the municipal code, Measure C, Coastal Commission, etc., before preparing two design options for the renovation and rehabilitation of Seaside Lagoon.

One design shall focus on a major rehabilitation, allowing a complete redesign that would transform and modernize the facility’s key elements. A second design shall focus on a renovation project that remodels the existing facility to enhance the existing equipment and systems. Each design option will eliminate the antiquated water discharge process, as well as provide a final design for the Waterfront Promenade, which is primarily a north/south pedestrian walkway connecting Moles B, C, and D, as identified in the King Harbor Public Amenities Plan. The Consultant shall prepare conceptual final design for the entire length of the Waterfront Promenade and shall oversee construction of the portion of the pathway that fronts Seaside Lagoon.

Nuvis Landscape Architecture shall appear before City Council to present both the major renovation option and the rehabilitation option. Once the City Council identifies a preferred option, the Consultant shall perform the environmental analysis before seeking entitlements from the Harbor Commission. Upon approval from the Harbor Commission, the Consultant shall obtain necessary approval from the Coastal Commission, prepare construction drawings, obtain building permits, assist in the selection of construction contractors and help oversee the construction process.

Nuvis Landscape Architecture has demonstrated exceptional experience on projects of similar scope and scale and their design operation allows them to draw from a deep bench of professionals that will enable them to effectively lead the project. In addition, Nuvis Landscape Architecture has assembled an exceptional team of engineers, architects, environmental professionals and other various disciplines required to update and create a new Seaside Lagoon that will attract even more visitors from the surrounding region.

The proposed Agreement sets forth the scope of work, the schedule for the work effort, contract term and the not-to-exceed contract amount of $3,112,534. Staff and Nuvis expect conceptual designs Page 2 of 3 N.4., File # 23-5471 Meeting Date: 2/7/2023
and the not-to-exceed contract amount of $3,112,534. Staff and Nuvis expect conceptual designs and entitlements to take a little over one-year, environmental analysis to take 18 months, approximately 10 months to prepare construction ready plans, several months to obtain appropriate city permits and just over a year and a half for construction. The schedule calls for just over fiveyears to complete. Staff has added additional time to the contract term to accommodate unexpected delays. In total, the proposed contract term is five years and ten months, ending on December 31, 2028.

COORDINATION
The Waterfront and Economic Development Department coordinated with the City Manager’s Office, the Public Works Department, the Community Development Department, the Community Services Department and a subcommittee of the Harbor Commission on the selection of the recommended consultant team. The Agreement for Consulting Services was prepared in consultation with the City Attorney’s Office.

FISCAL IMPACT
The proposed Agreement includes a not-to-exceed total of $3,112,534 for preparation of the design, environmental review, entitlements, preparation of construction ready plans and oversight of construction. Funding for the contract is available in the Seaside Lagoon Project account which is largely funded by the State Grant described below.

Additionally, the City Council appropriated $1,000,000 of Tidelands Funds for the project. In total, $11,000,000 has been made available for Seaside Lagoon. Staff anticipates the major renovation option to cost up to $30,000,000. The rehabilitation option is expected to cost much less than $30 million but more than the roughly $8 million of project funds that will remain following the completion of design. Staff continues to solicit opportunities for additional funding through grants to achieve either option.
