BCHD has manufactured a PR event in a failed attempt to cloak its supermajority non-resident services. BCHD began supermajority non-resident services during Covid, when it tested 84% non-residents according to LA County.

The South Bay Hospital District, the predecessor to BCHD, stated in legal filings to the Superior Court that it was created for the benefit of the "residents who reside" in the District. That is very, very specific language that reflects the formation of the District and the limitations put on it by the public vote of Hermosa Beach, Manhattan Beach and Redondo Beach voters.

BCHD is currently providing programs and PMB LLC, the 100% developer/owner/operator of the proposed BCHD Phase 1 building are both intending to operate for a supermajority NON-RESIDENT benefit. allcove - 95% non-residents of Redondo Beach
In the case of BCHD, the current allcove program is by contract to service from Long Beach to El Segundo to Catalina and many other portions of LA County, both incorporated and unincorporated. By simple population math, the 1.4M residents in the allcove service area are 1.3M non-residents. 91% of allcove are non-residents of the District and 95% are non-residents of Redondo Beach.

PACE - 97% non-residents of Redondo Beach
BCHD's proposed PACE program enrollees will be 95% non-residents of the District and 97-98% non-residents of Redondo Beach. Again, a supermajority non-resident benefit.

RCFE - 91% non-residents of Redondo Beach
RCFE/Assisted Living - the 100% privately developed/owned/operated PMB LLC RCFE is estimated by BCHD's MDS consultants to be 80% non-residents of the District and 91% non-residents of Redondo Beach based on 3 rounds of analysis funded by BCHD.

Therefore, the entire Phase 1 project by BCHD is 80-95% non-residents of the District in direct non-compliance with the District's claims to the Superior Court.

Further, the entire Phase 1 is 91% to 97% non-residents of REDONDO BEACH, the City whose land is used and the City whose residents suffer the overwhelming majority of damages from construction and operation of the 100% privately developed/owned/operated Phase 1 for nearly 100 years.

Thank you to Ted Semaan and Mike Witsansky for bringing this opportunity forward and for funding support from SBCCOG and LACMTA/Measure M. Acquiring the southeast parcel of Grant & Inglewood for a bike hub and route will really help link the city's current and future bike infrastructure together. That section could become a nice pocket park in addition to bike hub. Benches, exercise equipment, bike repair stations, and native plant gardens would all be lovely at this property. It would also be a great way to welcome people into Redondo from the transit center and South Bay Social District.

Grateful for Redondo's ongoing push to build better bike infrastructure for mobility and carbon-free transport in the South Bay. Please prioritize more protected bike lane buildouts during street resurfacing and redesign projects. It's always great to see updated infrastructure for a greener and safer future.

Hello and thank you to the Redondo Beach city council members and city staff. My name is Brandee Keith and I am with the South Coast Air Quality Management District, part of the geographic outreach team serving the South Bay. I’m commenting today to announce that LA County Supervisor Holly J. Mitchell, who represents the county’s second District including many South Bay Cities, has joined our agency’s Governing Board. Supervisor Mitchell was sworn in on Friday, February 3rd, replacing Supervisor Sheila Kuehl, who retired from public service and South Coast AQMD’s Governing Board at the end of 2022.

In addition to Supervisor Mitchell’s swearing in, Friday’s board meeting also saw the re-appointments of environmental and land use lawyer Gideon Kracov and Orange County Supervisor Andrew Do.

Please feel free to reach out to me at [email protected] if you have any questions or would like to know more about the South Coast AQMD’s Governing Board.

My experience with BCHD has been life changing. I attended a Purpose workshop, where I realized I needed to move back to Redondo Beach (for the 4th time). I joined the Restaurant Ambassadors Blue Zone project, where we partner with restaurants in Manhattan, Hermosa and Redondo Beach. We now have several Blue Zone Restaurants, grocery stores and caterers to choose from. I feel confident when I dine out, I can go to one of these restaurants and find healthy foods. I walk almost everywhere to do my errands.

I have delivered gift bags to seniors and belong to a Restaurant Moai, where we dine at a Blue Zone certified Restaurant each month. I have attended many nutrition seminars and have changed how I eat. Individuals who make negative comments about BCHD have not been involved with BCHD. There are so many opportunities to do for others with benefits for you too. Win win, for you, others and the South Bay cities! The project is incompatible with the current CC4 zoning of the area, which doesn't allow permitted or conditional use of that parcel for residential purposes. Please uphold the denial of the application. Or deny the application.

Please - just say no to the project!
