TITLE
INTRODUCE FOR FIRST READING AND BY TITLE ONLY ORDINANCE NO. 3255-23, AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, ADDING SECTIONS 3-1.09 AND 3-1.10 TO TITLE 3, CHAPTER 1 OF THE REDONDO BEACH
MUNICIPAL CODE FOR BICYCLE STORAGE AT THE CITY TRANSIT CENTER
EXECUTIVE SUMMARY
The new Redondo Beach Transit Center (RBTC) located at 1521 Kingsdale Avenue has twelve Bicycle Lockers that will be available for public bicycle storage. The program requires an amendment to Redondo Beach Municipal Code (RBMC) Title 3. Public Safety, Chapter 1. Bicycles, to add Sections 3-1.09 and 3-1.10.
On January 17, 2023, the City Council held a public hearing to consider the approval of bicycle locker user fees, the six-month permit and the permit authorization process. City Council approved the fees, the permit and permit authorization process and also directed staff to establish options to use the bicycle lockers on a shorter-term basis. Section 3-1.09 amends the RBMC to authorize Bicycle Storage Permits for six months or longer, and Section 3-1.10 amends the RBMC to authorize ShortTerm Bicycle Storage for less than six months.
Staff recommends the introduction and first reading of the Ordinance to establish the Bicycle Locker Storage and associated fees in the RBMC. If approved, the second reading and adoption of the Ordinance would occur on March 21, 2023.
BACKGROUND
The RBTC construction project, located at 1521 Kingsdale Avenue, opened for Transit service on January 29, 2023. Twelve Bicycle Lockers are available for bicycle storage at the location.
On January 17, 2023, a public hearing was held to consider amending the Community Services Department User Fees to establish the Bicycle Locker Storage Permit Fee and the Locker Key Security Deposit Fee, which was based on a six-month term. City Council approved the agenda items and directed staff to also establish a program to allow short-term bicycle locker storage for less than six months.
The attached ordinance amends the RBMC to authorize bicycle locker permits, and short-term rentals. Section 3-1.09 amends the RBMC to authorize Bicycle Storage Permits, and Section 3-1.10
H.12., File # 23-5447 Meeting Date: 2/21/2023
amends the Municipal Code to authorize Short-Term Bicycle Storage use.
The Community Services Department Transit Division will manage and provide customer service for the bicycle locker storage program. The bicycle locker storage requests, applications and permits will be reviewed and approved by Transit Division staff, who will accept payments, track permit periods, issue renewal notices, manage waiting lists and perform related duties of the program. The six-month program will be implemented after final adoption of the RBMC changes.
Staff requires additional time to develop a separate Short-Term Bicycle Storage program and will submit a Decision Package during the FY 2023-24 budget process to request funds for contract operations and maintenance, and capital funding to replace the existing key-based locking mechanisms, as they are not conducive for short-term rentals. Locker user fee revenues for an application-based rental will be minimal.
Short-Term Bicycle Storage
Currently, Santa Clarita Transit (SCT) is the only agency in the Los Angeles County region offering a short-term bicycle storage locker rental. SCT uses a mobile application-based system that allows users to register, request a locker, accept terms, set-up a payment method and open the lockers through on-line application. Metro is in the process of planning a similar program for their bicycle locker program. TAP Cards are currently not available to pay for Metro bicycle locker rental fees, nor for any other agencies’ bicycle locker rental systems.
Staff will research electronic application-based bicycle rental program operators, and return to City Council to provide information that will address short-term bicycle locker uses. The required Request for Bid process will include the contract management of operations and maintenance of the locking mechanisms and changing existing key based manual locking mechanisms to an electronic system.
Staff will also work with the City Attorney’s Office to establish terms of agreements that can be approved on-line via an application.
The adoption of this Ordinance codifies and creates the ability to establish processes that allow for charging short-term bicycle locker storage fees at the RBTC.
COORDINATION
The Ordinance was approved as to form by the City Attorney’s Office.
FISCAL IMPACT
The bicycle locker and locker key security deposit fees directed by Council will be reflected in the next master fee schedule update.
