TITLE

APPROVE THE PURCHASE OF A DODGE STAKE BED TRUCK FROM VAN NUYS CHRYSLER DODGE JEEP RAM UTILIZING $83,200.18 OF 2020 STATE HOMELAND SECURITY PROGRAM

GRANT FUNDS

EXECUTIVE SUMMARY
On April 19, 2022, the City Council approved the State Homeland Security Program (SHSP) 2020 Grant Agreement. The $337,928 of grant funding for Redondo Beach and other regional participating agencies is for the purchase of certain authorized Police Department equipment. In compliance with the grant requirements, the City issued a request for proposal (RFP) for a surveillance sky tower.

Council approved the purchase of the surveillance sky tower on November 8, 2022, for a price of $253,202.10. Upon approval of the sky tower purchase, the Police Department informed City Council of its intent to return at a later date with an item seeking approval for the purchase of a suitable tow vehicle using additional appropriated grant funding.

No bids were received to the initial RFP for the tow vehicle, so the Police Department conducted an internet search and located a suitable truck from Van Nuys Chrysler Dodge Jeep Ram (CDJR).

The Police Department is requesting authorization to purchase a truck to tow the surveillance sky tower from Van Nuys CDJR at a cost of $83,200.10 from the remaining designated and previously approved 2020 SHSP grant funds which currently have a balance of $84,725.90.

BACKGROUND
The approved 2020 State Homeland Security grant is a regional grant which includes Gardena, Palos Verdes Estates, Hermosa Beach, Manhattan Beach and Redondo Beach. The Police Department secured $337,928 of grant funding to increase the participating agencies surveillance capabilities. A mobile surveillance sky tower was approved for purchase through the California Office of Emergency Services, in cooperation with Los Angeles County. This specialized piece of surveillance equipment provides the capability to rapidly launch live video feeds from events and critical incidents, respond more swiftly to calls for service, gather intelligence, increase protection for large crowds, monitor events, establish a strategic overhead perspective and provide increased physical presence for Police Department personnel that helps deter criminal activity. City Council approved the surveillance sky tower purchase on November 8, 2022 in amount of $253,202.10.

As part of the 2020 State Homeland Security grant, a suitable tow vehicle is needed to trailer the sky tower which weighs approximately 12,500 lbs. In compliance with the grant requirements, the City of

tower which weighs approximately 12,500 lbs. In compliance with the grant requirements, the City of Redondo Beach issued a request for proposals for a tow vehicle capable of towing the sky tower. No bids were received. An internet search was conducted identifying three potential nearby dealerships.

Out of those three dealerships, only Van Nuys CDJR had a truck on their lot meeting all of the needed and desired specifications. The Police Department requests authorization to purchase the Dodge stake bed truck in an amount of $83,200.18 from the remaining $84,725.90 of grant funds.

Upon receipt of the vehicle, the Police Department will return to City Council to consider a Memorandum of Understanding (MOU) with the participating regional police agencies to govern the use and deployment of the Sky Tower and related equipment.

COORDINATION
The Police Department coordinated the 2020 SHSP grant funds with Los Angeles County and the tow vehicle purchase with the City Attorney’s Office and Financial Services Department.
