Public Comment - Redondo Beach City Council, Planning Commission BCHD packed their December 2022 meeting regarding the HLC with 82% employees, board members, executives, vendors, or board approved committee members Clearly, with less than 9% non-BCHD affiliated public in attendance, BCHD's packing renders all results meaningless and non-representative from OBJECTIVE analysis This is a tactic frequently used by BCHD to assure they have more votes by a factor of 10 than the PUBLIC. Any OBJECTIVE analysis of prior Board meetings, Committee meetings, or Strategic Planning meetings will demonstrate that BCHD PAID HELP and VENDORS dominate the meeting attendance.

Public Comment - Council, Planning Commission
BCHD's so-called public meetings represent nearly 70% compensated persons, 13% are sitting BCHD committee members approved by the Board, and less than 10% are general, non-affiliated public. As such, the results of such BCHD meetings are nonrepresentative of the residents of the District or of Redondo Beach by simple math.
BCHD had another one of its half day planning meetings. According to BCHD, there were 67 total attendees. However, an ACCURATE breakdown of attendance shows:
Only 6 members of the public that are not BCHD committee members (Board approved) attended. At least 46 attendees that were compensated by BCHD - Board, Executives, Employees, Contractors, Consultants, etc.
When less than 10% of the attendees are unrelated members of the public and 69% are compensated directly or indirectly by BCHD, it's clear that ANY RESULTS from such BCHD-packed meetings are meaningless and do not represent the general public of Redondo Beach.

Public Comment Torrance and Redondo Beach Councils and Planning Commissions:
It appears that we were 100% correct that Bakaly and his Consultant Biro are in fact attempting to mislead the public. BCHD's schedule below shows CUP submission at the end of Q1 2023 (consistent with Biro's claim of St.
Patrick's Day) while the bullets above appear that BCHD plans to prepare additional CUP documents during Q2.
This sort of misdirection is a continuation of Bakaly's claim of 3-6 months delay until CUP filing and Biro's statement to the City Planning Department of a target date of 3/17/23.
THE PUBLIC MUST NO LONGER BE MISLED BY BCHD! BCHD MUST BE TRANSPARENT AND STOP HIDING INFORMATION FROM THE PUBLIC.

PUBLIC COMMENT
So let's be very clear about why no one should believe that BCHD's Board or Management Team deserves any face-to-face meetings and that all communication must be relegated to writing.
BCHD makes false claims - but with a written record - BCHD's actions are easily refuted at Planning, Council and in Court as needed.
FACT: BCHD PLANS HAVE BECOME TALLER/BIGGER/UP AGAINST HOMES BCHD CLAIM: THE PLANS ARE SMALLER
I spent over 3 years as a BCHD volunteer. During that time, BCHD claimed to be listening and changing the project as a result of the community comments. Literally hundreds of comments were made to reduce the height, reduce the size and move the building off the edge into the center. BCHD ignored the public, yet asserting that its changes reflected the public's statements above. Clearly BCHD's actions did not.
1) BCHD reneged on its 2017 framework to surround the buildings with greenspace and parking in order to minimize the damages to surrounding neighborhoods. This commitment was in the May 2017 Community Working Group documents. 2) In 2019, BCHD proposed a roughly 700,000 sqft above ground project with 160,000 additional sqft of underground parking, all on the EDGE of the site and at 60-feet nominal height (90-feet above homes). This was DIRECTLY OPPOSED to public comment, which thankfully, were in a series written comments. BCHD's proposal was codified in the June 2019 EIR NOP filing.
3) In 2020, BCHD gave the public only 3 business days to comment on a never before seen plan that was TALLER (76-feet nominal, 106-feet above home) and LARGER (added an 8-10 story ramp in place of the 160,000 sqft of underground parking, reduced rental units) and on net, ADDED nearly 100,000 sqft to surface buildings. This was at the June 2020 Board meeting. 4) In 2021, BCHD raised the height yet again to 103-feet (133-feet above homes) in its Draft EIR filing. 5) In 2022, BCHD proposed 107.6-feet to the City of Redondo Beach in its Pre-CUP filing. Due to generally sloppy work, BCHD's pre-CUP filing was incomplete and heavily marked up by the City. 6) In 2023, BCHD stated that it was now planning 83-feet tall (113-feet above home), still on the north and east perimeter. That is 23-feet taller than the 2019 60-foot plan, and presumably, still has the 792,000+ sqft of above ground buildings.
This is a prime example of why BCHD must be constrained to a WRITTEN RECORD.
BCHD has no experience in CEQA (the District punted CEQA to the City of Redondo for both the 510 and 520 buildings) and has no significant development experience. Perhaps BCHD's proposed developer/owner/operator of the Phase 1 building (PMB LLC) has the ability to negotiate in good faith with the public. At this point, BCHD is little more than a shill for the private commercial developer PMB LLC at the City of Redondo Beach. Let the experienced entity that will own the facility and sign a 95-year lease represent itself and be judged as any other commercial entity is for a commercial project.
Interactions with BCHD must be written and the record is replete with BCHD's claims that are inconsistent with myriad comments of the public.

How could BCHD in good faith to HEALTH and the ENVIRONMENT have selected Wood PLC as its "environmental" firm to protect the District's residents? How can any District resident ever have any confidence in BCHD decision making again on this project?
From National Geographic - [Alberta Tar Sands] This is the world's most destructive oil operation—and it's growing https://www nationalgeographic.com/environment/article/alberta-canadas-tar-sands-is-growing-but-indigenous-people-fightback From BCHD "Environmental" Consultant Wood PLC - Wood expands office in Edmonton, Alberta.[for mineable oil sands]
https://www.woodplc.com/news/latest-news-articles/2019/wood-expands-office-in-edmonton,-alberta.
It is morally repugnant that BCHD is so tone deaf to ESG vendor selection that it chose a company that actively participates in the tar sands of Alberta. There are plenty of morally and ethically upstanding consultants in the environmental space without billions of dollars in revenues from Earth destroying actions.
We, the District taxpayer owners, would be so much better off dealing directly with the Developer/Owner/Operator than BCHD as a third party with questionable ethics and goals based on its actions.

Adding Planning Commissions of Torrance and Redondo Beach Dear BCHD Board Member. Poster:
As anyone with a Stanford MBA such as yourself is well aware, you have neither actual, nor even apparent legal authority to bind BCHD. As a result, any discussions with you are by nature one-sided and only to BCHD's benefit. Nothing you say is binding absent a passed resolution of the Board. Thus, I must decline as would any other party with billions of dollars in project and development experience in this situation. BCHD is clearly awash in legal opinions based on its pre-development expenditures on lawyers of $2,201,458 (Dec 2022 Board Report) so I assume my response on the lack of any business value of a discussion is no surprise to you.
If you would like to proceed with written questions and answers, I would consider that option. At least the responses could be made public and used to demonstrate the continued pattern of BCHD.
The most helpful act that BCHD could take at this time would be to cease shilling for PMB LLC, or whatever liability limiting companies it is using for development, ownership and operation of the proposed 107.5-foot tall, approximately 300,000 square foot facility to be built on the north and east site perimeter. The developer can enter into meaningful, binding discussions with the public, while BCHD cannot. Further, BCHD has a 0% ownership stake in the project and insufficient credit to bother with "step in" rights.
Based on the fact that the District shirked any CEQA responsibility on the development of the 510 or 520 N Prospect commercial office buildings, I can only assume that part of the $2.2M in legal fees was to shop for a legal opinion to REQUIRE BCHD to self-certify the EIR for the HLC. BCHD had no CEQA experience and selected a miniscule subsidiary of a large UK industrial firm to complete CEQA and "protect" the impacted residents. BCHD's bold choice was Wood PLC, a UK-based company with refinery and tar sands operations, that advertises "Wood is an industry leader in Western Canada with presence in the in-situ, mineable oil sands" (AKA TAR SANDS). BCHD's "environmental" firm specializes in the dirtiest fuel on Earth. What a terrible choice.
BCHD needs to STEP BACK and allow the 100% commercial developer/owner/operator of the proposed Phase 1 building to take over the process.
Until then, the opposition will continue to grow against BCHD and its non-compliant project under both RBMC and TMC.
And for the record, BCHD cherry picked my January 2019 comment that was 3 pages long and provided a framework for BCHD to effectively work with the neighborhoods. BCHD also ignored my April 2019 memo to the Board when it became clear that the Board had ceased to take neighborhoods into consideration. I am happy to provide the full documents, as BCHD can via Public Records Request.

BCHD INCOMPETENCE ON DISPLAY
BCHD recently launched an email to its list stating it had provided the City "a draft version of a planning and construction schedule for the campus [DATED 12-13-2023] ... [to] ...assist them with their long-range planning ..." That DRAFT SCHEDULE stated that the preliminary date for BCHD submission of the Conditional Use Permit for its 100% privately developed/owned/operated PMB LLC project would be March 17, 2023.
WAS BCHD ATTEMPTING TO MISLEAD THE PUBLIC OR THE CITY OR BOTH BY GIVING A SPECIFIC DATE?
DOCUMENTED FACTS
1. BCHD's Consultant on 12-13-23 representing BCHD at the City of Redondo Beach
2. BCHD's CEO on 12-22-23 to the Board of Directors
THE CASE FOR Malice/Malfeasance/Misdirection
BCHD could be deliberately maintaining two schedules - the CEO's public statements, and the BCHD Consultant's foolish attempt to provide a different date to the City and conceal it from the public in full violation of the California Public Records Act. By April of 2019, BCHD stopped cooperating with the surrounding public and neighborhoods, so we are not at all surprised that BCHD has two sets of books in an attempt to deceive us. Several members of the public are monitoring the situation for StopBCHD.com via Public Records requests.
THE CASE FOR Incompetence/Ineptitude/Incoordination
BCHD has 10 executives that earn over $2M annually from the $4.5M in property tax revenues of the public. Those 10 executives manage only 36 full time employees between them. That tiny span of control is in violation of every good management practice for executives imaginable. (from the Easy Reader - "BCHD has 46 full-time, and 63 part-time employees (includes the 10 full time executives).
It is possible that BCHD simply doesn't know what it's doing. Literally. BCHD's consultants have made $10M so far off of the pre-development activity and BCHD CEO doesn't even know what dates they are using with the permitting authority - The City of Redondo Beach? That's even worse than deliberate Misdirection.

Another way to compare is that the current Hospital building is four stories in height (not counting the very small "penthouse") and well within the property boundaries, while the proposed building is six stories in height and build to outside edge of the property.
BCHD claims the proposed building is as high as the current building which is like counting the height of the roof mounted flagpole as the actual building height.
The scale of both buildings is NOT the same.
The developer of the project is using this to build an additional two floors of very "exclusive" private rooms which will have expansive mountain and ocean views to command a premium price.
The same can be said of the "open green area" within the center of the campus which will be marketed as an "innovative" feature of the facility by the developer when compared to other elder care facilities which don't have such a large lawn area. What is not explained to the Beach City residents is that the lawn area comes as a result of pushing the massive buildings and parking structures to the very limits of the property perimeter, almost to the front yards of neighborhood homes.
Even the present tree lined greenspace buffer zone between the residential neighborhood homes on Diamond St. and the Hospital will be removed so that an SC Edison electric substation and the emergency power diesel generators and above ground diesel fuel tanks can be installed. (Details and specifications of this powerplant structure were deliberately omitted from the DEIR and EIR). Why does this have to be placed literally within 100 feet of our living rooms? Again, another misrepresentation by BCHD at the public's expense for the commercial benefit of the private developer.
The visual, esthetic and environmental impacts to be imposed upon and suffered by residents of the surrounding neighborhoods in both Redondo Beach and Torrance are of no real concern to BCHD's for this commercial, for profit (above all else) project (otherwise they would have fixed it).
Sincerely,
Geoff Gilbert
Redondo Beach
