EMERGENCY COASTAL DEVELOPMENT PERMIT
Please note the following City of Redondo Beach action on an emergency coastal permit was rendered on February 13, 2023 by the Redondo Beach Community Development Director.
Coastal Development Permit No.: CDP-2023-02
Applicant: City of Redondo Beach -
Public Works Department (Geraldine Trivedi)
Applicant's Representative: Moffatt & Nichol (Kimberly Garvey) 4225 E. Conant Street
Long Beach, CA 90808
Location: Redondo Beach King Harbor,
South of the Seaside Lagoon between Mole C and Mole D
Date of Permit Issuance: February 13, 2023
Permit Expiration Date: April14, 2023 (60 days)
Description of Request/Nature of Emergency: The City of Redondo Beach, Public Works Department, request the emergency demolition of the Sportfishing Pier, which is presently in a severely deteriorated condition. The demolition plan includes: a) installation of structural bracing and repairs (jacketing) of the existing deteriorated piles in order for construction equipment (including a crane) to safely access the pier; b) abatement of the lead/asbestos in the existing buildings on the pier; c) demo/removal of the existing buildings; d) demo/removal of the deck, stringers, pile caps, utilities, and appurtenances; e) extraction of existing timber piles; if piles cannot be removed in their entirety, they will be cut off at or near the mudline; and f) removal of large fender piles via crane.
Cause of the Emergency: On January 6, 2023, portions of California's coastline, including the King Harbor Marina, experienced a major wave event that caused damage to waterfront structures.
The City's Sportfishing Pier appears to have sustained structural damage due to the event as evidenced by observations made January 6 to 8, 2023 of the rooffines and walls of the buildings on the pier, which have subsided significantly since formal inspections of the pier were made in September 2022. Additional storm events the week of January gth also resulted in heavy surf and a high wave environment at the City's waterfront. While the precise impacts of these storms are not yet known, it is clear that these events continue to strain the weakened members of the piers structure, accelerating the rate of deterioration, which will eventually lead to a complete and sudden collapse of the pier.
Remedial, protective, or preventative work required to deal with the emergency: The Sportfishing Pier has been closed for public safety since the closure and tenant relocation of the existing buildings. In order to prepare for the demolition of the pier inward toward the landside, structural bracing and repairs (jacketing) of the existing deteriorated piles will be installed in order for construction equipment (including a crane) to safely access the end of the pier.
The City's Waterfront and Economic Development Department will apply for a Coastal Development Permit to replace the Sportfishing Pier as an implementing action of the King Harbor Amenities Plan.
Findings:
The Community Development Director hereby finds as follows:
1. An emergency exists within an area of the Coastal Zone, as defined in Section 10-5.2204 of the Redondo Beach Municipal Code.
2. The emergency requires action more quickly than allowed by the procedures for obtaining a Coastal Development Permit. An application for Coastal Development Permit shall be submitted for repair work within sixty (60) days.
3. Notice of issuance of this Emergency Coastal Development Permit will be posted at the location on February 14, 2023.
4. Public comment on the emergency action will be reviewed, to the extent possible in the time available.
5. The action proposed is consistent with the requirements of the Certified Local Coastal Program. Although the request will temporarily reduce public access to the Sportfishing Pier, the pedestrian access way from Mole C to Mole D, and the parking area immediately to the east, the action is necessary to ensure public safety.
6. The action proposed is the minimum necessary to address the emergency and, to the maximum extent feasible, is the least environmentally damaging temporary alternative for addressing the emergency.
Emergency Permit Conditions:
1. Within sixty (60) days of the issuance of this Emergency Permit, an application for a regular Coastal Development Permit shall be submitted to and properly filed with the City of Redondo Beach Planning Division.
2. Any development or structures constructed pursuant to this Emergency Permit shall be considered temporary until authorized by a follow-up regular Coastal Development Permit and that issuance of this Emergency Coastal Development Permit shall not constitute an entitlement to the erection of permanent development or structures.
3. Any installations authorized in this Emergency permit must be removed unless a complete application for a regular Coastal Development Permit is filed within sixty (60) days of approval of this Emergency Permit and said regular permit is approved. If a regular Coastal Development Permit authorizing permanent retention of the development is denied, then the development that was authorized in the Emergency Permit, or the denied portion of the development, must be removed. Such removal, however, shall be pursuant to a separate permit
4. This Emergency Permit shall be valid for sixty (60) days from the date of issuance by the Community Development Director unless extended by submittal of a follow up application.
Within sixty (60) days of issuance of an Emergency Permit, the permittee must submit a follow-up regular Coastal Development Permit application for the development even if only to remove the development undertaken pursuant to the Emergency Permit and restore the site to its previous condition.
5. The applicant is hereby authorized to demolish the Sportfishing Pier and structures thereupon, and temporarily impede pubic access on and around the Sportfishing Pier, the pedestrian accessway, and a portion of the parking lot for staging of equipment.
6. Within 60 days, the applicant shall submit an application for a Coastal Development Permit for repair work to the access ramp located on Esplanade at Avenue A.
The Community Development Director shall report in writing and orally, the granting of this Emergency Permit to the City Council at its next scheduled meeting, and to the Coastal Commission Executive Director. The report shall include a description of the nature of the emergency, the development involved and the person or entity undertaking the development.
Copies of the report shall be available at the meeting and shall be mailed to the Coastal Commission and to all persons requesting such notification of local coastal development decisions.
