TITLE
APPROVE AN AGREEMENT WITH TOTAL ACCESS ELEVATOR CORPORATION TO
REHABILITATE AND MODERNIZE THE ELEVATOR AT THE VETERANS PARK COMMUNITY CENTER FOR A COST TO THE CAPITAL PROJECTS FUND NOT TO EXCEED $161,321
EXECUTIVE SUMMARY
Approval of this item would approve an agreement with Total Access Elevator Corporation of Santa Fe Springs (Total Access Elevator) for a comprehensive modernization of the elevator at the Veterans Park Community Center. The elevator is over 30 years old and is no longer in compliance with the State Elevator Code. Total Access Elevator will perform the desired renovation for a cost to the Capital Projects Fund not to exceed $161,321.
BACKGROUND
The elevator at the Veterans Park Community Center was installed in the early 1990s to bring the facility into compliance with ADA requirements. The elevator has served the facility for over 30 years.
While still functional, the elevator has fallen out of compliance with the State Elevator Code and needs a comprehensive modernization. The City retained HKA Elevator Consulting to assess the elevator and develop a scope of work for the needed modernization, which includes the following:
- Replacing all parts, materials and equipment needed to ensure a fully code-compliant modernization
- Providing a schedule of all maintenance activities
- Delivering and storing materials and equipment
- Providing temporary barricades and screening during maintenance - Maintaining the facility in operational condition during execution of the contract - Pre-testing all systems
- Providing a warranty for all materials for one year
- Providing as-built drawings
- Providing maintenance of the elevator for a period of 12 months after completion of the modernization
The Financial Services Department, on behalf of the Public Works Department, solicited proposals for providing the identified modernization. Responses to RFP Number 2223-002 were as follows:
Liftech Elevator $149,325

Total Access Elevator $161,321
The above costs include all labor, materials and equipment to perform the modernization, as well as maintenance services for the elevator for one year after the project is completed. The Public Works Department has reviewed the proposals and determined that the proposal submitted by Total Access Elevator presents the best combination of experience, qualifications, references and pricing for the desired services. While their pricing is slightly higher than the other two companies, Total Access Elevator has the most extensive experience performing elevator renovations similar to the one required for the Veterans Park Community Center.
COORDINATION
The Public Works and Financial Services Departments coordinated this item. The City Attorney’s Office prepared the Agreement.
FISCAL IMPACT
The cost of an agreement for modernization of the elevator at the Veterans Park Community Center, including monthly maintenance services during the project and for one year after completion, will not exceed $161,321. Funding is available in the project budget for the Veterans Park Historic Library Improvement - CIP #20900.
