TITLE
APPROVE THE PURCHASE OF TWO POLICE PATROL VEHICLES FROM MCGOVERN COMMERCIAL FOR AN AMOUNT NOT TO EXCEED $82,768.70
EXECUTIVE SUMMARY
Public Works is seeking to advance the purchase of two Police Patrol Ford Interceptors, scheduled for replacement in FY 2023-24. Ongoing supply chain issues continue to cause significant impacts to the Public Works Fleet division’s ability to procure vehicles. Police Patrol vehicles are a pressing need, and staff recommends taking advantage of an opportunity to purchase two in-stock vehicles, utilizing bid pricing from the City of Manhattan Beach. Piggy-backing will allow the City to secure two Police Patrol vehicles and significantly shorten the purchase lead time, which can last in excess of 12 months.
BACKGROUND
Public Works has experienced extreme difficulty in securing City Fleet vehicles, including Police Patrol vehicles, since the COVID-19 created significant supply chain issues. Staff has seen procurement take anywhere from 12-24 months from order to delivery. Also, Public Works has encountered dealers or manufacturers cancelling standing orders. Two Police Patrol Sergeant vehicles and five Police Patrol vehicles remain undelivered from a FY 2021-22 order, along with four Police Patrol vehicles from the City’s FY 2022-23 order. These extreme delays are causing vehicle shortages, longer downtime for repairs and increased maintenance and operations costs for the Police Department. At this time, there is a planned production date for the four Dodge Ram Chargers and staff anticipates receiving the remainder of the ordered Police Patrol vehicles by the end of 2023 calendar year.

McGovern Commercial has these units in stock and states that they are available to ship within one week of purchase order receipt.
Purchasing these in-stock vehicles will significantly shorten the purchase lead time and will mitigate the risk of further shortages and delays for the planned 2024 Model Year purchases. Public Works anticipates receiving vehicles from McGovern Commercial in April 2023. The units are expected to be ready for service in the first quarter of FY 2023-24, following required vehicle upfitting.
Given the widespread shortages in the vehicle market, there is sufficient funding available in the current Public Works Fleet Operating Budget - Vehicle Replacement line item to support the purchase. If approved, adjustments will be made to the appropriations requested as part of the FY 2023-24 budget process.
COORDINATION
Public Works has coordinated with Police Department and Financial Services Department.
FISCAL IMPACT
Funding for the $82,768.70 cost of vehicle purchases is available in the Public Works Department’s current Fleet - Vehicle Replacement - Operating Budget.
