TITLE

AUTHORIZE THE ADDITION OF PEDESTRIAN ENHANCEMENTS AND THE RESURFACING OF

AVE I IN RIVIERA VILLAGE, TO THE RESIDENTIAL STREET REHABILITATION PROJECT, JOB NO. 40190, CURRENTLY IN CONSTRUCTION, AND APPROVE A CHANGE ORDER IN AN AMOUNT NOT TO EXCEED $358,306 TO THE SULLY-MILLER CONSTRUCTION CONTRACT FOR

THE WORK AND AUTHORIZE THE CITY ENGINEER TO EXECUTE THE CHANGE ORDER

EXECUTIVE SUMMARY
The Residential Street Rehabilitation Project, Job No. 40190, is a multi-year capital improvement program, with a funding allocation included in the City’s current capital budget. The current phase of the program, designated as Cycle 2, Phase 3 (Residential Rehab Project), is underway. In order to reduce mobilization cost and gain economies of scale, certain other street improvement projects were included in this year’s proposed solicitation package. To continue these efficiencies, take advantage of current and more favorable pricing, and to expedite the completion of critical street improvements, staff is recommending adding pedestrian enhancements and the Avenue I resurfacing between S. Elena and S. Catalina to the current and active Residential Rehab Project scope.

Specifically, staff is requesting Council approve a construction change order (CCO) as a separate item to maintain the original CCO authority granted to the City Engineer in Administrative Policy/Procedures (APP) 14.1 to allow for completion of the added work. Both of the project additions are funded in the City’s FY 2022-23 Capital Improvement Program Budget.

BACKGROUND
The Residential Street Rehabilitation Project is an on-going Capital Improvement Program that resurfaces and repairs residential streets. The project increases the life of existing pavement and improves the ride of City streets. This project supports the City’s Strategic Plan goal to assess, prioritize and plan for reconstruction of major City facilities and infrastructure.

To minimize construction costs and disruption to residents, projects identified by Council that are near the selected residential streets and/or require the same rehabilitation methods have been added to this Project solicitation. The segment of Garnet Street from Broadway Avenue to Francisca Avenue, repairs the intersection of Prospect Avenue and Del Amo and several Council-selected streets from the City’s deferred maintenance streets list, as identified on December 14, 2021, have been included in this phase of the Project.

On April 5, 2022, the City Council approved the Residential Rehab Project plans and specifications,

authorizing the City Clerk to advertise the project for competitive bids.

On May 19, 2022, six (6) bids were received and publicly opened in the City Clerk’s Office. After reviewing the bids, Sully-Miller, with a bid amount of $4,611,206, was found to be the lowest responsible bidder. Construction began on October 17, 2022 and is anticipated to be completed by the end of April 2023.

Adding the Avenue I Project to the Residential Rehab Project may be accomplished through a Council approved CCO. The recommended CCO is considered offsite work, which, per APP 14.1, is capped at $25,000 by authority of the City Engineer. Therefore, staff is requesting the CCO to be approved by Council as a separate item, while maintaining the original CCO authority granted in APP

14.1. Staff is also recommending the City Council authorize the City Engineer to execute the CCO, in accordance with typical project practices as identified in APP 14.1. To date, one CCO for the Residential Rehab Project has been issued for a total of $169,753. There are more known CCO’s pending, which can be authorized within the policy authority limits by the City Engineer, assuming the recommended action by Council is considered a separate item and is not counted against that limit.

Inclusion of the Avenue I Project will add $358,306 to Sully-Miller’s contract and is expected to extend the contract time to fifteen working days. The funding for this CCO is separate from the original funding sources that include traffic calming, green street improvements, deferred maintenance, and residential street rehabilitation.

COORDINATION
This project has been coordinated by the Public Works Engineering and Maintenance Divisions.

Coordination with the Riviera Village BID is also underway.
