TITLE
APPROVE A SECOND AMENDMENT TO THE AGREEMENT WITH JASON ADDISON SMITH
CONSULTING SERVICES, INC FOR BUILDING PLAN CHECK REVIEW SERVICES FOR AN ADDITIONAL $30,000 FOR A NEW TOTAL NOT TO EXCEED AMOUNT OF $75,000 FOR THE EXISTING TERM THROUGH FEBRUARY 8, 2024
EXECUTIVE SUMMARY
On February 9, 2021, the City Council approved agreements with six (6) consulting firms to provide building plan check services on an as-needed basis. The services provide the capability for the Community Development Department to offer an expedited plan check option upon applicant request. In addition, the contracts may be utilized to fill gaps in staffing on an as-needed basis.
The contract with Jason Addison Smith (JAS) was originally for $45,000, and the term was extended previously by contract amendment. Due to the amount of work completed to date, staff recommends authorizing an additional $30,000 through a second amendment, which would bring the not to exceed total to $75,000. Funding for these plan check services is provided by project application fees.
BACKGROUND
On August 18, 2020, the City Council directed staff to proceed with selecting outside consulting firms to provide plan check services on an as-needed basis. Through the request for proposals process, the Community Development Department selected six firms, based on their qualifications and experience. The City Council approved the agreements with the six firms on February 9, 2021, including JAS.
The term of the Agreement was subsequently extended with the approval of the first amendment, approved on December 14, 2021.
The contract with JAS is nearing its budgeted amount of $45,000, as they provided the expedited plan check services for the Foundry project at 190th Street and Fisk Lane, consisting of 36 new residential condominium units. In order to continue utilizing JAS for additional plan check needs, the Community Development Department seeks to increase the contract amount by $30,000, bringing the new total not to exceed to $75,000.
COORDINATION
The contract amendment has been prepared by the City Attorney’s Office.
H.11., File # 23-5628 Meeting Date: 3/14/2023
FISCAL IMPACT

In addition, funding for contracted plan check review services to augment City staffing was approved as part of Decision Package #76 of the FY 2022-23 operating budget.
