TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2303-030, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA AMENDING THE OFFICIAL BOOK
OF CLASS SPECIFICATIONS FOR THE PART-TIME PAY PLAN
EXECUTIVE SUMMARY
The City maintains an Official Book of Class Specifications for vacant employment positions in the City of Redondo Beach. As recruitments for these positions are initiated, approved class specifications are created, reviewed and/or updated to validate current job duties, compensation and qualifications. Adoption of this Resolution will increase the compensation range for the part-time Police Department positions of Crossing Guard and Police Cadet. The compensation for these positions is currently too low to attract and maintain dedicated staff members. Approval of the increase will provide for a more reliable crossing guard workforce and reduce the need for Police Officers and other full-time personnel to cover school crossing locations.
BACKGROUND
In order to meet operational needs, and to best serve the community, the Police Department continually evaluates the ability to recruit and attract various employee candidates. Based on the lack of applicants and the current vacant positions in both Crossing Guard Seasonal and Police Cadet positions, the job specifications for those positions were examined and compared to industry standards. The current compensation has not been elevated in several years, and is impacting the ability to recruit and retain employees for these positions.
The current pay for both Crossing Guard and Police Cadet positions is $15.50 per hour. Adoption of this Resolution will increase the salary to a minimum of $20.00 per hour and a maximum of $25.00 per hour. This change will allow the Police Department to be more competitive in the market, which will likely attract more candidates for these positions. The Police Department’s recruitments for these positions are continual and have had a limited number of qualified candidates apply, largely due to the current pay range. Additionally, the Police Department will enhance employee retention in these positions by increasing the hourly rate to maintain consistency in the marketplace for similar positions. New employees will be compensated at the beginning of the pay range and will be eligible for annual incremental pay increases pursuant to part-time employee specifications.
The Police Department has employed a variety of strategies to increase the employment levels of Crossing Guards for the City, including a vendor contract, recruitment campaign and working with the school district on a pilot program for volunteer crossing guards. Although each of these programs

school district on a pilot program for volunteer crossing guards. Although each of these programs has potential for overall program improvement, the lack of competitive pay for the City-employed positions is affecting full implementation and further expansion of this important program.
The position of Police Cadet is a unique opportunity for students and young adults that are considering a career in law enforcement to work at the Police Department to gain experience and exposure to the specific operations of the Redondo Beach Police Department. Many Police Cadets move on to full-time positions in other areas of the Police Department before eventually becoming Police Officers. This position is an important component of organizational succession planning and increasing the pay range will allow for increased recruitment opportunities, a larger candidate pool and will establish a pay range that is consistent in the marketplace.
This action is recommended pursuant to Section 2-3.509, Article 5, Chapter 3, title 2, of the Redondo Beach Municipal Code, which authorizes the Mayor and City Council to set forth from time to time, the employment and compensation of part-time employees.
COORDINATION
The Police Department coordinated the increase of the part-time pay plan for Crossing Guards and Police Cadets with the Human Resource Department. The City Attorney’s Office reviewed and approved the Resolution as to form.
FISCAL IMPACT
Funding for the increase in part-time pay for these positions is available in the Police Department’s operating budget. As new Crossing Guards and Police Cadets work their way up the pay range, increased funding may be needed in future budgets depending on the status and utilization of the current crossing guard contract. The contract crossing guards are more expensive than part-time City employees. If recruitment for the in-house positions improves, the City will transition away from the use of contract crossing guards and offset the cost of the increased pay range.
