To: MAYOR AND CITY COUNCIL
From: CAMERON HARDING, COMMUNITY SERVICES DIRECTOR
TITLE
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2303-029 A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA PROHIBITING OVERNIGHT PARKING AT THE REDONDO BEACH TRANSIT CENTER PARKING LOTS LOCATED AT 1519 KINGSDALE AVENUE AND 1521 KINGSDALE AVENUE

EXECUTIVE SUMMARY
On January 29, 2023, the new Redondo Beach Transit Center (RBTC) opened for transit services.

The RBTC has two public parking lots that require parking regulations that are consistent with the public transit operations of Beach Cities Transit (BCT), Metro, G-Trans, Torrance Transit and Lawndale Beat.

The proposed Resolution, if approved, would prohibit parking in the parking lots between 1:00 A.M. and 5:00 A.M. daily, which are the hours transit services are not provided at the RBTC. The parking regulations would allow limited users overnight parking in the lots through a permit program that would be developed as a follow up item. Signage outlining the restrictions would be installed at the parking lots, similar to the signage posted at other City locations (i.e. the North Branch Library Parking Lot). If the resolution is approved, a thirty-day grace period would be given before enforcement efforts are initiated.

BACKGROUND
The new RBTC is a multi-modal transportation facility that serves as a major transit hub connecting public transit riders to local and regional transit services via Beach Cities Transit (BCT), Metro, GTrans, Torrance Transit and Lawndale Beat. The RBTC is located at 1521 Kingsdale Avenue. RBTC amenities include 12 bus bays, a passenger waiting area and bicycle parking. There are also two public parking lots. The upper lot, located at 1519 Kingsdale Avenue, has 320 spaces, and the lower parking lot, located at 1521 Kingsdale Avenue, has 13 short-term parking spaces. Transit services operate seven days a week, with Metro routes leaving and arriving between 5:00 A.M. and 12:30 A.M. Beach Cities Transit, Torrance Transit, G-Trans, and the Lawndale Beat will operate daily services between 6:00 A.M. and 9:00 P.M.

Redondo Beach Municipal Code Section 3-10.02, authorizes the City Council, by resolution, to establish parking regulations at City facilities. The proposed Resolution prohibits public parking between 1:00 AM and 5:00 AM, during non-transit service hours, with exceptions for limited permit parking. As stated above, overnight parking permit policies will be developed to allow permit parking for First/Last Mile solutions, such as commuters who need overnight parking, with other eligible users

for First/Last Mile solutions, such as commuters who need overnight parking, with other eligible users being considered as well.

COORDINATION
This report has been coordinated with the Police Department. The City Attorney’s Office approved the Resolution as to form.

FISCAL IMPACT
Funding for regulatory signage needed to enforce the proposed parking restrictions is available in the Public Works Department annual operating budget and funding for parking enforcement is available in the Police Department annual operating budget.
