EXECUTIVE SUMMARY
In January 2023, the City adopted an updated Memorandum of Understanding with the Redondo Beach Police Officer’s Association (POA) which approved several enhancements to member pay and benefits. These enhancements included an increase to City health insurance contributions for both the POA and Police Management Unit (PMU) for an additional $50 per month for single employees, $100 per month for employees plus one, and $150 per month for families. In an effort to maintain health insurance parity among all employees, the City proposed matching increases, beginning in 2023, for each of the City’s other bargaining units. City representatives met and conferred with each association regarding these proposed increases despite them being “in contract” with memoranda of understanding (MOU) that don’t expire until the end of 2023 or later. Each group has agreed to the increases and the attached side letters, which are presented for Council review and approval.
The attached side letters will amend the health insurance sections for each respective bargaining group’s MOU, and increase City health insurance contributions for participants in calendar year 2023.
These increases will not affect employees that opt out of the City’s health insurance program.
Employees in the Management and Confidential group do not have an MOU, and all changes for that group must be adopted via a City Council resolution.
BACKGROUND
In 2023, the City Council approved increases to Redondo Beach Police Officer Association pay and benefits, including increases to the POA (and PMU) units’ health insurance contributions. As the City wishes to ensure parity among all employees in regards to health insurance, City Council authorized staff to negotiate side letters with other bargaining units to offer increased health insurance contributions for the 2023 calendar year. The additional employee groups include the Redondo Beach Professional and Supervisory Association, the Redondo Beach City Employees’ Association, Redondo Beach Teamsters, Redondo Beach Firefighters’ Association and the unrepresented Management and Confidential employee group. Each of the represented miscellaneous groups have contracts that expire in December 2023, or later, and are not currently open for negotiations. The Redondo Beach Firefighters’ Association MOU expires in June 2024.
Attached are four side letters that will amend the health insurance sections for each respective bargaining group MOU, and increase City health insurance contributions for participants in calendar year 2023. For the Management and Confidential unit, the fully updated Pay and Benefits plan is attached, as that group is not represented and therefore does not have an MOU. All changes must be approved via City Council resolution.
Please note that in this updated version of the Management and Confidential Pay and Benefits Plan, the approved salary range for the Finance Director position set by Council in November 2022 is also included.
These increases will be realized by approximately the 235 employees that participate in the CalPERS medical plans, but will not affect those that opt out of the plan for other group insurance.

FISCAL IMPACT
The projected cost of these health contribution increases is $258,600 for the full 2023 calendar year, and $129,300 for the remainder of the current Fiscal Year. Funding is available in the operating budget to cover the increased cost.
