Report

To: MAYOR AND CITY COUNCIL
From: TED SEMAAN, PUBLIC WORKS DIRECTOR
TITLE
APPROVE FINAL TRACT MAP NO. 82903 (FOR A FIVE-UNIT RESIDENTIAL CONDOMINIUM PROJECT AT 217 S. PROSPECT AVENUE) AND AUTHORIZE THE CITY CLERK TO CERTIFY

MAP APPROVAL

EXECUTIVE SUMMARY
Pursuant to State law and Title 10 of the Redondo Beach Municipal Code (RBMC), a subdivider (in this case the property owner of the project at 217 S. Prospect) shall prepare maps following the completion of site improvements that are consistent with the design standards adopted by the City and file them with the County Recorder’s Office. When that map is a tract map, the City Council is required to approve the final map prior to it being recorded.

The City Engineer has determined, and so certified, that Final Tract Map No. 82903 conforms to the requirements of Title 10 of the RBMC, the California Environmental Quality Act (CEQA), and the State Subdivision Map Act and is substantially the same as it appeared on the approved tentative map. Following City Council approval, the map will be sent to the Los Angeles County Engineer who will have it recorded with the Los Angeles County Recorder’s Office.

BACKGROUND
On June 18, 2020, the Planning Commission adopted Resolution No. 2020-06-PCR-10 approving an exemption declaration and granting the requests for a Conditional Use Permit, Planning Commission Design Review, and the Vesting Tentative Tract Map No. 82903 (Map) to allow the construction of a five-unit residential condominium project. The proposed project is located at 217 S. Prospect Avenue within a Low-Density, Multiple-Family Residential (R-3) zone.

Per the development conditions approved by the Planning Commission for the project, easements for sidewalk purposes and for public street and highway purposes on Prospect Avenue are shown and dedicated on the Map, creating a consistent right-of-way width with the surrounding the streets. To secure the public’s interest in the easements, the City Engineer has accepted the dedication of the easements, which are shown on the Map. The City Engineer has also reviewed the Map and determined that it complies with requirements of Title 10 of the RBMC, CEQA, and the State Subdivision Map Act.

Tract Map No. 82903 is within the 36-month vesting period for recordation, shows the easement dedications and acceptance, and is ready for recording with the Los Angeles County Recorder’s
