TITLE
APPROVE AN AGREEMENT WITH VECTOR RESOURCES, INC., DBA VECTORUSA, TO
PROVIDE SURVEILLANCE CAMERA CONFIGURATION, MAINTENANCE, AND OPERATIONS
SERVICES FOR THE REDONDO BEACH TRANSIT CENTER FOR AN AMOUNT NOT TO EXCEED $93,229.01 FOR THE TERM APRIL 5, 2023 THROUGH APRIL 4, 2026
EXECUTIVE SUMMARY
In 2014, the City entered into an agreement with Vector Resources, Inc. (VectorUSA) for the installation and regular maintenance of surveillance cameras and systems at the Police Department and City Hall. On October 4, 2022, the City Council approved an amendment to the Agreement to install new cameras at the Pier, Public Works’ yard, Police Department and City Hall and to perform regular and routine maintenance of the City’s surveillance camera systems.
The Redondo Beach Transit Center (RBTC) construction was completed in January 2023 and opened for transit services on January 29, 2023. Fifty-six surveillance cameras were installed at the facility as part of the construction project. Approval of the proposed agreement with VectorUSA will allow the City to integrate the new transit center cameras with the City’s existing surveillance camera system which is housed in the Police Department’s Communication Center and will allow for citywide camera service consistency and reliability. Surveillance camera video is an additional security tool that will improve the safety and situational awareness of facility users, allow for review of activity at the facility, and support the Police Department’s accessible evidentiary video records.
Staff recommends approval of the Agreement with VectorUSA. The Agreement will be funded by dedicated transportation restricted funds and requires no General Fund expense.
BACKGROUND
A total of fifty-six surveillance cameras were installed at the new Transit Center Facility. If the proposed agreement with VectorUSE is approved, the Transit Center camera feeds will integrate with the current surveillance camera system that is monitored in the Police Department’s Communication Center. VectorUSA has been contracted to manage operations of the City’s surveillance system since 2014, has a strong working knowledge of the City’s information technology ecosystem, and will be able to diagnose and address system issues at the new facility.
VectorUSA will configure the aiming and focusing of each camera, provide preventative maintenance services for the cameras and related systems, provide as-needed break-fix services to repair the camera equipment, and will renew the annual camera licenses to ensure the operability of the

camera equipment, and will renew the annual camera licenses to ensure the operability of the cameras during the term of the Agreement. Preventive maintenance services will be performed annually, and break-fix services will be performed on as-needed basis. The break-fix service budget will be allocated by fiscal year, based on a not-to-exceed amount of $45,000 during the term of the Agreement.
Camera configuration is expected to be completed within a three-week period, at which point the cameras will be operational. The Police Department will have the ability to monitor, view, record and retain for evidence video from the new cameras. Video data is stored for thirty days and then automatically purged from the system, unless specifically retained as evidence.
The 6.5 acre RBTC facility encompasses two public parking lots, 12 bus bays, a passenger waiting area, public bathrooms and transit operator amenities. The RBTC is an intermodal, regional and local, transit facility serving five (5) transit operators: Beach Cities Transit, Metro, Torrance Transit, GTrans and the Lawndale Beat. Transit services operate daily, with buses arriving and leaving between 5:00 A.M. and 12:30 A.M.
The City contracts with American Guard Services to provide daily on-site, unarmed security services between 6:00 A.M. and 12:30 A.M. The surveillance camera system will supplement RBTC security oversight during transit service hours, and remain active during the overnight hours when there is no on-site security.
COORDINATION
The Community Services Department coordinated the system planning, services and Agreement with the Police Department and the Information Technology Department. The Agreement has been approved as to form by the City Attorney’s Office.
