Dear City Manager Mike Witzansky:

FEASIBILITY STUDY FOR THE PROVISION OF FIRE PROTECTION, PARAMEDIC,

MARINE, AND INCIDENTAL SERVICES FOR THE CITY OF REDONDO BEACH On October 13, 2022, the Consolidated Fire Protection District of Los Angeles County (District) met with the City of Redondo Beach (City) Assistant to the City Manager Luke Smude and Fire Chief Pat Butler to discuss the Feasibility Study and two cost options.

At the conclusion of the meeting, the options were emailed to the above staff members and yourself.

Since that meeting, the District's attached fee structure is now the only available option for the City. This option ensures the City would pay the full cost for providing fire protection and emergency medical services, and prevention services to the residents of the City partly due to the recent cost of living adjustment recently provided to District employees. By contracting with the District the City will receive savings in costs such as; liability for future lawsuits, new workers compensation charges, administration support staff salary and employee benefits, replacement and maintenance of apparatus, and overhead costs.

Improved communications and efficient use of resources with the City and the District's lifeguard operations working as a single entity, eliminating duplication of emergency responses, as well as the continued involvement by the District's lifeguard operations participating in the City's community programs and much more.

Next Steps
If the City accepts the cost option provided by the District and agrees to move forward, the next step would be for the City Council to execute a Reimbursement Agreement for a survey of City facilities, equipment, vehicles, etc. (the cost is $12,000 for the first station, SERVING THE UNINCORPORATED AREAS OF LOS ANGELES COUNTY AND THE CITIES OF:

and $6,000 for every fire station thereafter) the City's total cost would be $24,000 for this survey. After the survey, the District will provide an estimated "conversion cost" that will be paid to the District in thirty-six equal monthly payments, if the City contracts with the District for services.

After that, the District will submit an application to the Local Agency Formation Commission (LAFCO) for the annexation of the City to the District, and upon LAFCO's approval, the District will return to the Board of Supervisors' to request final approval of the annexation.

The City is required to pay all annexation processing fees, anticipated fees are $500 to the State of California Board of Equalization and $8,500 to LAFCO. The process to be annexed to the District may take up to nine months from when the City accepts the new cost option.

The District looks forward to hearing from the City within the next 30 days. If you have any questions, please contact me directly at (323) 881-6180 or via email at Anthony. [email protected] or your staff may contact Marcia Velasquez, Planning Chief, at (323) 881-2404 or via email at Marcia. [email protected].

Very truly yours,
Quitting C.dum
