TITLE
APPROVE THE THIRD AMENDMENT TO FUNDING AGREEMENT #920000000F5301 WITH THE
LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY FOR THE GRANT AVENUE SIGNAL IMPROVEMENTS PROJECT, JOB NO. 41090 TO EXTEND THE TERM FOR
ONE ADDITIONAL YEAR
EXECUTIVE SUMMARY
On September 22, 2011 the Los Angeles County Metropolitan Transportation Authority (LACMTA/METRO) Board approved the Metro 2011 Call for Projects, allocating $1,221,586 in Local Transportation Prop C Funds to the Grant Avenue Signal Improvements Project, Job No. 41090 (Project). On May 23, 2017, the City Council approved a multi-year funding agreement with METRO which formally programed the grant award and $313,070 of Measure R Local Return Funds as the City’s local match, for a project total of $1,534,656. The original grant funding was insufficient to complete the project and full project funds were not identified until 2022. As such, multiple funding extensions have been necessary to protect the original grant award. Per METRO policy, funding agreement extensions are provided in one-year increments.
In May 2021, the City Council approved the first amendment to the agreement, extending the project lapsing date to February 28, 2021. A second amendment was approved by City Council in February 2022, extending the date to February 28, 2022. The proposed third amendment, when executed, would extend the date to February 28, 2023. The Project is underway and expected to be completed before the end of 2023. A fourth amendment will be needed prior to the close of the fiscal process and will be presented for Council consideration when generated by METRO.
BACKGROUND
Prior to 2015, the Los Angeles County Metropolitan Transportation Authority (Metro) conducted a Call for Projects (CFP) every two years to program various federal, state and local transportation funds for regionally significant transportation projects. The 2011 CFP programmed funds for five years, starting in FY 2016-17. On September 22, 2011, the Metro Board approved the CFP proposed projects, allocating $1,221,586 in Local Transportation Funds to the Grant Avenue Signal Improvements Project.
The Project, consists of signal improvements at six signalized intersections along Grant Avenue between Inglewood Avenue and Aviation Boulevard. The Project includes design, construction and installation of traffic signal improvements including synchronization, along with vehicle and bicycle detection.

Metro allocated $1,221,586 in Local Transportation Prop C Funds to the project, and the City programmed $313,070 in Measure R Local Return Funds as the local match, for a project total of $1,534,656. On May 23, 2017, the City Council approved a funding agreement with METRO.
On June 25, 2019, the METRO Board approved an extension of the project date to February 28, 2021, requiring the City to amend the funding agreement with METRO. METRO processes subsequent agreement extensions on a year-to-year basis. The funding agreement was amended on February 1, 2022, to extend the lapse date to February 28, 2022.
As noted above, the original grant funds were insufficient to complete construction of the Project. In order to close the funding gap, City staff sought, and received authorization from METRO to utilize Measure M Regional Funds dedicated for general Traffic Signal Communications and Network Improvements to supplement the original Grant Ave award and complete the project.
In order to accelerate construction of the Project, materials with long lead times were ordered early and received late last year at a total cost of approximately $1.3M. The advanced purchase left a Grant Signal Improvement Project #41090 grant award balance of approximately $240,000. This balance, along with the $2,000,000 in additional Regional Measure M funds, and approximately $1.2M in other capital funds identified in the most recent Capital Improvement Budget will be utilized for full execution of the construction contract awarded on February 7, 2023.
This item is tied to the funding agreement for the Traffic Signal Communications and Network project Job No. 41280, which encompasses the additional $2,000,000 in Regional Measure M Funds, and approval of that funding agreement allows the Grant Ave Traffic Signal project to address the budgetary shortfall.
The City received the third amendment from METRO in late March 2023. With approval of the amendment, the Project lapse date will be extended to February 28, 2023. The Council awarded the construction bid for the Grant Ave Project on February 7, 2023. The construction contract documents and required bonds and insurance are currently being processed. Project is scheduled to start in the next several weeks and be completed by the end of 2023. A fourth amendment to extend the project completion date and to allow time for final project invoicing is expected from METRO in the next several months. Once received, staff will present the amendment for consideration of approval by the City Council.
COORDINATION
The staff report was prepared by the Public Works Department. The amendment to the funding agreement was approved as to form by the City Attorney’s Office
FISCAL IMPACT
Approval of the amendment will protect grant funds awarded to the City for the Grant Ave Signal Project. Funding for the preparation and review of the proposed amendment is available in the regular operating budgets of the Public Works Department and City Attorney’s Office.
