The Second Amendment to the Professional Services Agreement with Geosyntec Consultants, Inc. (Geosyntec) includes planning, engineering, design, permitting, and construction support services for the Fulton Playfield Multi-benefit Infiltration Project No. 60280 (Project).
The Project is included in the Enhanced Watershed Management Plan (EWMP) adopted by the City Council and other governing bodies of the Beach Cities Watershed Management Group. The Project is needed to meet the City’s water quality compliance targets. The Project was awarded a $4.2 million-dollar Safe Clean Water - Regional Program (SCW) competitive grant in October of 2022 to cover design and construction of the Project. The grant requires construction completion within a five -year period.
To select a design firm, a request for proposals was released for the engineering consultant services, and three proposals were received. A selection committee completed a detailed evaluation and identified Geosyntec as the most qualified firm. The selection process was followed by cost reduction negotiations and scope of work adjustments, to arrive at the contract details being proposed in the amendment. The City is serving as the lead agency for the Project and the contract will be managed by City staff.
BACKGROUND
The Fulton Playfield Project is identified as a regional project in the updated Beach Cities EWMP. It is an essential project to help the Beach Cities Watershed Management Group meet the MS4 permitting requirements and demonstrate compliance with the Santa Monica Bay Beach Total Maximum Daily Loads. The Beach Cities Watershed Group is made up of the cities of Redondo Beach, Hermosa Beach, Manhattan Beach, Torrance and Los Angeles County Flood Control District (LACFCD). (LACFCD). The City of Redondo Beach owns and maintains the Fulton Playfield which is an open green space located at the southeast intersection of Ripley Avenue and Rindge Lane. An existing underground flood control retention basin, owned by LACFCD, underlies the western half of the playfield and provides 6.4 acre-ft of passive storage that will be utilized as part of the Project. The proposed Project will add infiltration elements to the basin and transform it into a multi-benefit facility while maintaining its flood control capacity and function. The proposed Project will also incorporate a variety of other benefits such as parkway greening, an ocean-friendly garden and new outdoor fitness equipment.
Under this second amendment, Geosyntec will prepare all the required environmental documents for a CEQA Categorical Exemption or Negative Declaration and/or other required environmental impact documents. Geosyntec will prepare the required Safe Clean Water grant reports and develop a community outreach program.
The scope of work also includes conducting site investigations, assessing nearby utilities, performing a geotechnical exploration, conducting a topographic survey to create a base map, performing underground service alerts for design field work, performing engineering design, modelling the dry wells, obtaining permits from LAFCD, creating construction contract documents, preparing an engineering cost estimate and preparing engineering plans for City review. In addition, Geosyntec will provide support during the construction phase for bidding, contract negotiations, change order requests and provide some construction administration support throughout project completion.
On November 17, 2020, the City Council approved the consulting services agreement with Geosyntec on behalf of the Beach Cities Watershed Group to update the Group’s EWMP. On May 3, 2022, the City Council approved the first amendment adding scope of services for the Glen Anderson Park Infiltration Project’s Feasibility Study and extending the term.
