TITLE
ADOPT BY 4/5THS VOTE AND TITLE ONLY RESOLUTION NO. CC-2304-038, A RESOLUTION OF

THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A FISCAL YEAR 2022-2023 BUDGET MODIFICATION TO APPROPRIATE NINE HUNDRED AND FIFTEEN THOUSAND DOLLARS ($915,000) TO THE PORTOFINO WAY SEWER PUMP STATION PROJECT, JOB NO 50210 AND SEVEN HUNDRED THOUSAND DOLLARS ($700,000) TO THE YACHT CLUB WAY SEWER PUMP STATION PROJECT, JOB NO 50260, FOR A TOTAL OF ONE MILLION AND SIX HUNDRED FIFTEEN THOUSAND DOLLARS ($1,615,000) FROM THE CITY

WASTEWATER FUND, AND
ADOPT BY TITLE ONLY RESOLUTION NO. CC-2304-039, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AWARDING A CONTRACT TO MEHTA MECHANICAL COMPANY, INC., A CALIFORNIA CORPORATION, IN THE AMOUNT OF $7,514,000 FOR THE CONSTRUCTION OF THE PORTOFINO WAY SEWER PUMP STATION PROJECT AND YACHT CLUB WAY SEWER PUMP STATION PROJECT, JOB NOS. 50210 AND 50260

EXECUTIVE SUMMARY
Approval of the proposed contract will initiate the rebuilding of the Portofino Way Sanitary Sewer Pump Station and Yacht Club Way Sanitary Sewer Pump Station facilities, both located adjacent to King Harbor, within the coastal zone. The two pump stations are very similar, are located approximately a half mile apart, and will both require construction and de-watering. As a result, the two stations were competitively bid as one public works project.

The Portofino Way Sewer Pump Station rebuild will include the replacement of the existing force main line and all pump station components; including relocating the wet and dry wells and centralizing the pump station control components in a new small building that will provide equipment protection and a safe location for maintenance and access.

The Yacht Club Way Pump Station rebuild will also include the replacement of all existing pump station components with the new station being constructed within the existing station’s footprint.

Reconstruction of these older, less efficient, stations to facilities that are designed to meet all current safety and building codes for the protection and preservation of life and property is considered an important part of maintaining the City’s sanitary sewer system as recommended in the City’s Sewer

System Master Plan.

On December 6, 2022, the City Council approved plans and specifications for the Portofino Way and Yacht Club Way Sanitary Sewer Pump Station Projects, Job Nos. 50210 and 50260, respectively, (Project). On March 2, 2023, four (4) bids were received and publicly opened.

After reviewing the bids, Mehta Mechanical Company, Inc., (MMC, Inc.) was found to be the lowest responsible bidder with a bid in the amount of $7,514,000 and is recommended for contract award.

The available Project budget in the Five-Year CIP is approximately $7,449,210 and the lowest responsible bid for the Project is $7,514,000. As such, a budget resolution appropriating $1,615,000 is needed to award the contract, provide contract contingency (10%), and fund construction management and inspection support services. Funds are available for appropriation from the Wastewater Fund.

BACKGROUND
To provide a statewide regulatory approach to address Sanitary Sewer Overflows, the State Water Resources Control Board, on May 2, 2006, adopted Statewide General Waste Discharge Requirements for Sanitary Sewer Systems, Water Quality Order No. 2006-0003 (Order). The Order required that the cities develop and implement a Sanitary Sewer Master Plan (SSMP) that documents each City’s program to properly operate and maintain its sanitary sewer system, including pump stations. The SSMP covers various activities and programs addressing the system, including a System Evaluation and Capacity Assurance Plan (SECAP).

In October 2009, the City Council approved the Redondo Beach SSMP. Later, in December 2010, the City Council approved a major update to the SSMP including updates to the SECAP. In August 2022, the City Council re-certified the SSMP.

The existing Portofino Way Pump Station is located in the parking lot immediately adjacent to the Seaside Lagoon on Portofino Way, west of North Harbor Drive. The current station needs immediate repair and replacement as there is no available emergency storage capacity, and it has reached the end of its useful life. The existing station is located east of the parking lot's vehicular entry. It will be replaced with a new station proposed directly west of the entrance within the Seaside Lagoon parking lot. The new design will include a small building to protect the controls. The new building was designed in a similar architectural style as the existing Seaside Lagoon building to ensure a consistent visual theme for the public buildings.

The new wastewater structure received its building entitlements from the Harbor Commission. The new building size and height were minimized to have the least impact on King Harbor views. In addition, the project will add native, drought-tolerant plants around the project for beautification.

Once the existing pump facilities are decommissioned, the above ground items will be removed, and the parking space will be restriped, resulting in zero parking loss.

The Yacht Club Way Pump Station is located at Yacht Club Way adjacent to the old SEA Lab building, west of Harbor Drive. The existing pump station requires a complete rebuild based on the evaluation of the pump station’s age, serviceability, condition, safety, and maintenance concerns.

The facility also experiences severe infiltration and corrosion in the dry well. In addition, the existing pump station wet well capacity does not provide adequate storage capacity to allow for a 30-minute response time necessary for staff to mobilize at the station in order to implement corrective actions associated with an operational upset. The rebuild will correct serious areas of concern, improve the

associated with an operational upset. The rebuild will correct serious areas of concern, improve the reliability of operation, and reduce the potential threat of sanitary sewer overflows.

The necessary environmental documentation process has been completed for both Pump Stations to comply with the California Environmental Quality Act (CEQA). The review process resulted in the recommendation and determination by City staff that the proposed Project will not have a significant effect on the environment and both are categorically exempt from the preparation of environmental documents pursuant to Sections 15300 through 15332 of the Guidelines to Implementation of CEQA.

The necessary notice-of-exemption and other environmental documentation has been filed with the state clearing house and the Los Angeles County Clerk’s Office for both stations.

Since the Portofino Way Pump Station includes the construction of a new building, the project was reviewed by the Harbor Commission. On November 12, 2021, the Commission approved the categorical exemption classification and approved the project’s concept. The Harbor Commission’s Design Review and Conditional Use Permit were issued in Resolution No 2021-12-HCR-02 on December 13, 2021.

Both Portofino Way and Yacht Club Way Pump Stations are located adjacent to King Harbor and will require dewatering during the construction process in order to install the underground components such as wells and vaults. The pumped groundwater will be treated and discharged into King Harbor under the requirements of a Dewatering Construction Permit from the Los Angeles Regional Water Quality Control Board. The Dewatering Permit will be obtained from the Los Angeles Regional Water Quality Control Board prior to the start of construction.

Rebuilding of the pump stations will help meet regulatory compliance and achieve significantly improved operations with increased pumping capacity. Both pump stations will be equipped with redundant back up pumps which are capable of operating at full capacity in the event one of the pumps should fail. An emergency back-up generator will be installed to keep the systems operational in the event of a power outage. In the event of a Programmable Logic Controller failure, backup level switches shall be hard wired to the pumps to allow them to operate independent of the computer.

The station’s Supervisory Control and Data Acquisition (SCADA) controls will be integrated into the City’s existing wireless control system. The new pump stations will meet all current safety and building codes to ensure the protection and preservation of life and property and ensure the stations are operating in the most efficient and safe manner. This project will also incorporate an art element at the site per the City’s Public Art Ordinance (1% of project budget coordinated with the City’s Public Art Commission).

On March 2, 2023, the City received and publicly opened four (4) bids for the Project. After reviewing the bids, MMC, Inc. was found to be the lowest responsible bidder with a bid in the amount of $7,514,000 and is recommended by staff to be awarded the Project contract.

One bidder, Environmental Construction, Inc. (ECI) submitted a lower bid, however later requested withdrawal due to a clerical error with the bid. Conditions for such relief are outlined in the Public Contracts Code, Section 5105. These conditions were met and relief was granted by the City Engineer; therefore, ECI’s bid was withdrawn.

The available project budget in the Five-Year CIP is $7,449,210, and the lowest responsible bid for the Project is $7,514,000, therefore, a budget resolution appropriating $1,615,000 is needed to award

the Project is $7,514,000, therefore, a budget resolution appropriating $1,615,000 is needed to award the contract, provide contract contingency (10% per City policy), and to fund the construction management and inspection support. Funds are available for appropriation from the Wastewater Fund, which is restricted to projects involving the City sanitary sewer system.

Staff has prepared two resolutions for adoption by the City Council. The first is for the budget appropriations/modifications, which requires a 4/5ths vote to pass and is needed to fund the project.

The second is a resolution of award, to assign the project to MMC, Inc., and to allow for the execution of the contract documents. If approved, Project construction is expected to begin in summer of 2023 and take an estimated 12 months to complete.

COORDINATION
The scope of work identified in the contract will be coordinated through the Public Works Department and the Waterfront & Economic Development Department. Conceptual design of the Portofino Way Pump Station’s new building was developed with input from the Harbor Commission, Fire, Public Works, Planning, Building & Safety and Waterfront & Economic Development Departments.
