To: MAYOR AND CITY COUNCIL
From: TED SEMAAN, PUBLIC WORKS DIRECTOR
TITLE

AUTHORIZE STAFF TO APPLY FOR AN ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT THROUGH THE US DEPARTMENT OF ENERGY IN THE AMOUNT OF $127,820 AND TO

USE THE GRANT FUNDS TO REPLACE SEVEN OUTDATED HEATING, VENTILATION AND AIR

CONDITIONING UNITS AT CITY HALL AND THE POLICE STATION

EXECUTIVE SUMMARY
Approval of this item would authorize staff to apply for a grant through the US Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) program. The $127,920, allocated to the City through formula funding, would be used to replace seven inefficient HVAC units at City Hall and the Police Station.

BACKGROUND
Through the US Department of Energy’s EECBG program, funding in the amount $127,820 is available for the City to implement a project or program to reduce energy use, reduce fossil fuel emissions or improve energy efficiency. Funding is formula allocated to local agencies based primarily on population. Detailed information about the EECBG program is attached and available through the following link - Energy Efficiency and Conservation Block Grant Program | Department of Energy <https://www.energy.gov/scep/energy-efficiency-and-conservation-block-grant-program> Staff has reviewed the City’s many energy and fuel uses and concluded that an ideal use of the grant funds would be to replace seven outdated heating and air conditioning units at the Civic Center, as follows:
- Five package units at City Hall
- One split unit at the Police Station
- One package unit at the Police Station Jail
All of the HVAC units identified for the program are over 20 years old and are at the end of their useful life. With the Council’s authorization, staff will submit a grant application to the Department of Energy. Once the application is approved and funds are made available, staff will solicit bids for the new HVAC units and return to Council for approval of the purchase.

COORDINATION
The Public Works Department coordinated this item along with the Financial Services Department.
