TITLE
DISCUSSION AND POSSIBLE ACTION PERTAINING TO REVISIONS TO RESOLUTION NO. CC2204-022, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH,

CALIFORNIA, ESTABLISHING A CHARTER REVIEW ADVISORY COMMITTEE

EXECUTIVE SUMMARY
The City Council adopted Resolution CC-2204-022 establishing a Charter Review Advisory Committee on May 17, 2022 and subsequently amended it on June 14, 2022. Pursuant to the mandate by the City Council, the Charter Review Advisory Committee did in fact report back their conclusions and recommendations to the City Council by the City Council meeting agenda of November 1, 2022.

Thereafter, the City Council directed staff to bring back a Resolution to extend the Charter Review Advisory Committee so they can continue their work. The Council also indicated a desire to direct the Charter Review Advisory Committee to review additional specific items including reviewing the possibility of removing the School Board from the Charter; updating the definition of moral turpitude; clarifying the residency requirements for elected officials; analyzing the possible extending of the required residency requirement to run for elective office from 30 days to one year. The Council may make these revisions and any others to the Resolution if a majority so chooses.

Additionally, although not currently contained in the attached draft Resolution, the Council voted to have a discussion of whether to add the “Long Beach model” of a separately elected City Attorney and City Prosecutor to the list of topics to be explored by the Charter Review Advisory Committee.

One additional item that the Council may wish to discuss is that the Committee member and alternate from District 5 wish to switch places. The current Resolution does not provide for such a switch.
