APPROVE A PROFESSIONAL SERVICES AGREEMENT WITH GILLIS+PANICHAPAN ARCHITECTS, INC. FOR THE REDONDO BEACH POLICE DEPARTMENT SHOOTING RANGE PROJECT, JOB NO. 20810, FOR AN AMOUNT NOT TO EXCEED $94,100 FOR THE TERM MAY 2, 2023 THROUGH DECEMBER 31, 2025
EXECUTIVE SUMMARY
With approval of this contract, Gillis+Panichapan Architects, Incorporated (GPa) will perform site design, engineering services, and the preparation of contract documents for the Redondo Beach Police Department (RBPD) Shooting Range Project, Job No. 20810 (Project). In February 2023, the City issued a Request for Proposal (RFP) to identify a qualified engineering firm to perform these services. GPa responded and provided a proposal offering the best combination of price, experience and expertise. Funding for the Agreement in the amount of $94,100 is included in the project budget.
BACKGROUND
The Shooting Range Project is included in the City’s Capital Improvement Program and is currently funded for design services. The Project’s objective is to replace the current open-air police shooting range, co-located on a site with the Public Works Parks Maintenance Yard and Office, and replace it with a premanufactured turnkey shooting range. The premanufactured module will be a modern, completely enclosed, four lane, 50-yard shooting facility, set within the current facility footprint to meet the needs of the Department.
Design services are needed to provide civil improvements to the site for installation of the premanufactured module, including a structural foundation, utilities, grading and demolition. Project design is anticipated to be complete by early 2024 with advertisement for construction bids to follow thereafter.
On February 27, 2023, staff initiated an RFP process to solicit proposals from qualified engineering firms for design of the Project and received several inquiries and questions regarding the solicitation.
These questions were answered in an appropriate manner.
On March 23, 2023, the City received only one proposal, from GPa. Staff evaluated the written proposal and reviewed GPa’s qualifications. GPa was found to have extensive experience on similar projects and a good understanding of the required work. The contract with GPa will help ensure that the project is designed in a professional manner according to the City’s specifications and with accurate estimates for budget and construction timelines. The total not-to-exceed amount of the

The Agreement has been approved as to form by the City Attorney’s Office.
FISCAL IMPACT
Funding for the design phase of this Project is included in the current CIP budget. Additional appropriations in FY 2023-24 and FY2024-25 are anticipated in the 5-year CIP model to cover costs of site construction along with the purchase and installation of the modular range unit.
