TITLE

APPROVE THE AMENDED AND RESTATED JOINT POWERS AGREEMENT (JPA) WITH THE LOS

ANGELES REGIONAL AGENCY (LARA) TO REFLECT UPDATED SOLID WASTE OPERATING PRACTICES AND REPORTING REQUIREMENTS; AND
ADOPT RESOLUTION NO. CC-2305-042, A RESOLUTION OF THE CITY COUNCIL OF THE CITY

OF REDONDO BEACH, CALIFORNIA, APPROVING AN AMENDED AND RESTATED JOINT

POWERS AGREEMENT WITH THE LOS ANGELES REGIONAL AGENCY

EXECUTIVE SUMMARY
The Los Angeles Regional Agency (LARA) was established for the purpose of providing cooperative solid waste reporting and program activities for participating cities. LARA is amending and restating its Joint Power Agreement (JPA) to reflect updated terminology and operating practices for solid waste management required by state legislation, specifically in the area of organics collection, and seeks approval from participating cities.

BACKGROUND
In 2002 the City of Redondo Beach joined the Los Angeles Regional Agency (LARA) to enable and allow cooperative solid waste reporting and program activities for the City of Redondo Beach with the other member cities, including the South Bay cities of Manhattan Beach, Hermosa Beach, Torrance and Rancho Palos Verdes. LARA acts as a single entity, on behalf of the participating cities, to collect and submit to the State the annual solid waste management data needed for regional compliance with AB939, AB341, AB1826 and SB1383. The Agency works towards the implementation of regional waste reduction and regional recycling diversion programs, including but not limited to organics programs, to meet the requirements of current and expected future legislation.

At this time, the participating cities wish to amend the JPA (attached) revising the language to reflect updated terminology and operating practices related to solid waste management activities. Primarily, the amendments incorporate language associated with recent legislative changes and requirements regarding organics diversion, collection and reporting in the State. Staff recommends approving the Resolution to amend the JPA and authorize the Mayor to sign on behalf of the City.

COORDINATION
Public Works coordinated the updated JPA and resolution with the City Attorney’s Office.
