The District (SBHD renamed BCHD) was formed to benefit the “residents who reside” in the District according to the legal filings of the District. That condition represents the voters formation of the District.

It is unclear due to BCHD lack of recordkeeping how much taxpayer funding flows out of the District via services to Non-residents.

For example, the 5/2/23 Agenda Packet for the Redondo Beach City Council meeting states:

Community Services Program – The Beach Cities Health District provides case management and direction by a team of social workers to seniors in the South Bay beach cities. (p 589/884) BCHD must fully account for non-resident spending and provide resident vs. non-resident expenditures in its budget documents.

Councilmember Horvath reported the Beach Cities Health District held a kick-off event for the Alcove Mental Health Facility. (p 32/884) BCHD is funded for service provision to all of SPA8, a total of 1.4M population.

BCHD must fully account for the use and cost of taxpayer, land, assets, buildings, staff, and other material for residents vs non-residents. Furthermore, in order to shield taxpayers from malfeasance tax liability, BCHD must demonstrate that it fulfilled the use of any funding across the 1.4M equitably. 05/02/2023 INV PD 03/2023 BCHD EIR PEER REV (p 129/884) The City continues to spend funding on BCHD’s EIR review with no public documents or disclosure. The public has an AFFIRMATIVE right to access of the work product reviewing BCHD FEIR.

WeeCare is the largest and fastest growing childcare network in the nation, partnering with municipalities at all levels of government to address the childcare crisis at the local level. Currently, in the Redondo Beach, there is an estimated childcare capacity gap of almost 3,000 childcare slots, equivalent to 200 NEW childcare providers needed to service the child population. As you know, childcare can be a significant barrier to entry into the workforce, especially for women. Many working parents struggle to balance their job responsibilities with the demands of caring for their children and in the absence of affordable and quality care options, many parents are often forced to choose between working and staying home. The COVID-19 pandemic has only exacerbated these challenges, with many families struggling to find safe and affordable childcare options while juggling remote work and other responsibilities. Addressing these challenges is critical to ensuring that all individuals have the opportunity to participate in the workforce and reach their full economic potential. This includes promoting policies that support working families and prioritize childcare providers, who are the foundation of a healthy workforce. WeeCare’s CDBG application will benefit 10 LMI microenterprise childcare providers, create 3 low- to moderate-income job (LMJ) opportunities, and support over 150 LMI working families. We have already reached out to various local childcare providers in the community to let them know we are working on acquiring grant funding that will assist many of them in stabilizing and even expanding their operations, increasing the total childcare capacity in Redondo Beach which services working families. We thank you for this tremendous opportunity to support this amazing community of people who have quietly dedicated their lives to improving the lives of those around them and we ask that YOU SUPPORT THEM BY INCLUDING WEECARE IN THE UPCOMING FUNDING ALLOCATION! WeeCare is eligible under HUD to provide Economic Development, Microenterprise Business Assistance and we qualify to provide these services in Redondo! I am in support of the city’s efforts to move forward with the county study and obtaining a third party firm to conduct a study. This benefits us all to get as much information and knowledge as possible to make the best decision moving forward. Public safety costs money and this is a challenge for smaller departments. This review will shed light on ways to save money, make much need repairs or possible operational changes. The world of firefighting has evolved drastically in the past decades just as policing has changed. Police officers are asked to wear many hats just like the firefighters. Firefighters are expected to be experts in hazardous material, medical, search and rescue and firefighting just to name a few.

The public and the council have to look at this process through many different lenses. First if we want our department to grow then we need another station in North Redondo, better living quarters, more staffing to lower overtime costs and a salary to attract and retain qualified personnel. This also comes with rising pension liabilities.

People need to keep emotion out of this and know that LA County Firefighters are just as professional as our firefighters. The firefighters still respond from the same stations that we have and we even benefit because we have LA County stations nearby in Hermosa Beach, Lawndale, Palos Verdes, Gardena and Hawthorne. Our coverage would be greater with the County and we would benefit with specialized units that the county offers such as Hazmat and search and rescue. Large incidents require large amounts of resources that the county would be able to respond with.

We also have an opportunity to review our Harbor Patrol as its own entity and to compare our Harbor operations with Marina Del Rey or the City of Avalon.
