EXEMPTION DECLARATION
PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
DATE: February 14, 2023
PROJECT ADDRESS: Redondo Beach Upper Walkway located between George Freeth Way and Knob Hill Avenue in Redondo Beach.
PROPOSED PROJECT: Removal and replacement of approximately 400 linear feet of the existing retaining wall, excavating and removing soil material, and replacing the existing catch basin and damaged underground storm drainpipe that crosses the asphalt pavement walkway at two locations. The emergency repair work also includes grading the bottom of the concrete retaining curb and providing and installing rip rap and grout at the graded area to stabilize the hillside. The contractor would cap irrigation piping adjacent to area of work as necessary.
In accordance with Chapter 3, Title 10, Section 10-3.301 (c) of the Redondo Beach Municipal Code, and Division 13, Chapter 2.6, Section 21080 of the California Public Resources Code the above-referenced project is exempt (Categorically Exempt) from the preparation of environmental review documents pursuant to:
15269 EMERGENCY PROJECTS The following emergency projects are exempt from the requirements of CEQA: (c) Specific actions necessary to prevent or mitigate an emergency. This does not include long term projects undertaken for the purpose of preventing or mitigating a situation that has a low probability of occurrence in the short- term, but this exclusion does not apply (i) if the anticipated period of time to conduct an environmental review of such a long-term project would create a risk to public health, safety or welfare, or (ii) if activities (such as fire or catastrophic risk mitigation or modifications to improve facility integrity) are proposed for existing facilities in response to an emergency at a similar existing facility.
15301. EXISTING FACILITIES Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.
The emergency project is repair and restoration of the Redondo Beach Upper Walkway, including work to stabilize the hillside, and replacement of the existing storm drain pipe and catch basin. The primary cause of the pedestrian pathway damage is the uncontrolled surface runoff erosion.
