APPROVE THE BUSINESS ASSOCIATION AGREEMENT WITH BOBBY JAMAAL SAMPSON/ALL LOVE WELLNESS GROUP, LLC.
EXECUTIVE SUMMARY
At the April 18 Council Meeting, the City Council expressed that it was their priority to treat people suffering mental illnesses in the City of Redondo Beach. Staff recommends that the Mayor and City Council approve the attached professional services agreement with Bobby Sampson to provide mental health services for unhoused people with mental disorders located in Redondo Beach for ten hours a week primarily to be served on the weekend.
BACKGROUND
On April 18, 2023, the City Council directed the City Attorney’s Office to hire a mental health clinician as a part-time employee, contractor or full time City employee to provide mental health services for the City of Redondo Beach with great expediency. The City Attorney’s Office continues to work on retaining a full-time mental health clinician, which will require identification of funding, discussions with labor unions, amending the Official Book of Classifications to add the position, recruitment and interviews. In the meantime, to meet the City Council’s urgent request, the City Attorney’s Office identified a contractor who is willing to provide mental health services and outreach on the weekends.
Currently, there is still available funding from the Beach Cities Health District grant and the Innovative Grant Fund the City received from the South Bay Cities Council of Governments; these grants are specifically for people experiencing homelessness.

people living in Redondo Beach who are suffering mental disorders, and provide this population with mental health assessments, treatment plans, and referrals. Building trust and relationships with this population is crucial in getting them to accept services, so weekly outreach is necessary for a mental health clinician.

Bobby Sampson is recommended by Redondo Beach Housing Navigator, Lila Omura. Bobby previously assisted Lila last year when she needed to meet a deadline for mental health evaluations to be conducted on a couple of clients in order to qualify them for permanent supportive housing (PSH). Department of Mental Health was unable to provide this service in the time the evaluations were needed. Bobby Sampson was able to conduct these evaluations in time to get the clients matched to the PSH on a one-time basis. Staff recommends City Council approve the attached professional services agreement with Bobby Sampson so the City can to utilize his services and outreach efforts.
COORDINATION
The City Attorney’s Office coordinated with the City Manager’s Office.
FISCAL IMPACT
If approved, services will be funded entirely by grant funding.
