However, the study concluded California Coastal Commission’s (CCC’s) broad definition which is subject to interpretation could potentially consider 1.12 acres as Jurisdictional Areas (based on site conditions at the time of the study). In 2015, Coastal arbitrarily claimed 5.93 acres of such wetlands which has a) since diminished and b) is currently subject to pending litigation to reverse such erroneous and politically motivated findings.

Re: 9300 Wilshire LLC: 1100 N. Harbor Boulevard Mixed-Use Housing Development Dear Ms. Forbes,
This office represents 9300 Wilshire LLC (“9300 Wilshire”) with respect to the mixed-use development proposed at 1100 N. Harbor Drive (“Project”) in the City of Redondo Beach (“City”). This letter accompanies the preliminary application for the Project, in accordance with Government Code sections 65589.5, subd. (d), 65589.5, subd. (o) and 65941.1.
As you will see in the preliminary application materials, the Project anticipates development of 2,290 residential units (2,340,000 square feet), along with 775,000 square feet of non-residential uses. Since over two-thirds of the total square footage of the Project are dedicated to residential uses, the Project qualifies as a “housing development” under Government Code section 65589.5, subd. (h)(2).) The Project site is located in the “Public – Generating Plant” (P-GP) zoning district and the “Generating Plant” land use designation in the Coastal Zone. While residential is not currently featured as a permitted or conditionally permitted use in the existing zoning scheme, 20 percent (458) of the Project’s 2,290 units will be dedicated to lower-income residents, which entitles 9300 Wilshire to develop an affordable housing development at the Project site, notwithstanding the inconsistent residential uses, pursuant to the affordable housing provisions of the Housing Accountability Act (Gov. Code, § 65589.5, subd. (d).) This right persists during the period of time the City’s Housing Element remains noncomplaint with the Housing Element Law (Gov. Code, § 65580, et seq.).
Delivery of the Project will go far to assist the City in meeting its ongoing regional housing needs allocation (“RHNA”) requirements pursuant to Government Code Section 65584, especially as those requirements pertain to affordable housing. The Project also will assist the City in achieving many of its Local Coastal Program goals with the Brandy Forbes

establishment of visitor-serving uses and affordable housing in a viable location of the Coastal Zone.
It is our hope that the process to bring the Project to completion will be a collaborative one. We will be on-hand throughout the application process to answer any questions you have.
Very truly yours,
Michael W. Shonafelt
