A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDONDO BEACH, CALIFORNIA, APPROVING THE
REDONDO BEACH - BEACH CITIES TRANSIT ZERO EMISSION
ROLLOUT PLAN
WHEREAS, the City of Redondo Beach (“City”) operates Beach Cities Transit which provides general public fixed route transit and dial-a-ride services for eligible riders in the cities of Redondo Beach and Hermosa Beach; and
WHEREAS, as a municipal transit operator, Beach Cities Transit operates within a framework of Federal, State and Local regulations; and
WHEREAS, California Code of Regulations Title 13, Division 3, Chapter 1, Article 4.3, Part 2023.1(d) requires that a transit agency Zero-Emission Bus Rollout Plan must be approved by its governing board; and
WHEREAS, the City's Zero-Emission Bus Rollout Plan sets forth a comprehensive Transit plan that includes the following requirements:
• Rollout Plan General Information: A goal of full transition to zero-emission buses by 2040 with careful planning that avoids early retirement of conventional internal combustion engine buses.
• Technology Portfolio Section: Identification of the types of zero-emission bus technologies the City is planning to deploy.
• Current Bus Fleet Composition and Future Bus Purchases: A schedule for zero-emission and conventional internal combustion engine bus purchases and lease options and a schedule for conversion of conventional internal combustion engine buses to zeroemission technologies. • Facilities and Infrastructure Modifications: A schedule for construction of facilities and infrastructure modifications or upgrades, including charging, fueling, and maintenance facilities, to deploy and maintain zero-emission buses. • Providing Service in Disadvantaged Communities: Explanation of how the City plans to deploy zero-emission buses in Disadvantaged Communities. • Workforce Training: A training plan and schedule for zero-emission bus operators and maintenance and repair staff.
• Potential Funding Sources: Identification of potential funding sources. • Start-up and Scale-up Challenges: Identification of potential challenges that may impact the ability to transition to zero-emission bus operations and construct facility and infrastructure.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the City Council of the City of Redondo Beach hereby approves the City’s Zero-Emission Bus Rollout Plan as set forth in its entirety.

SECTION 2. That insofar as the provisions of any resolution, document, or previous action of the City Council of the City of Redondo Beach, prior to the date of this resolution, are inconsistent with the provisions of this resolution or any policy adopted by this resolution, this resolution and the City Council of the City of Redondo Beach Policies adopted herein shall control.
SECTION 3. That the City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
