OF CLASS SPECIFICATIONS FOR THE POSITION OF COMMUNICATIONS SUPERVISOR
EXECUTIVE SUMMARY
The City maintains an Official Book of Class Specifications for positions in the service of the City of Redondo Beach. Positions are periodically reviewed and/or updated to validate current job duties, responsibilities and qualifications. The Police Department requests that the City Council update the job specifications for Police Captain, Police Lieutenant and Communications Supervisor in consideration of succession planning, career development, and recruitment.
BACKGROUND
The Police Department is committed to organizational succession planning and career development of employees at every level. As a result, the Police Department has identified opportunities within the ranks of Police Captain, Police Lieutenant, and Communications Supervisor to help meet goals of preparing and developing employees for promotion to supervisory or management positions within the Police Department, increasing organizational efficiency through employee retention and capitalizing on institutional knowledge held by existing employees.
The Police Captain job specification currently requires an applicant to hold the rank of Police Lieutenant with the Redondo Beach Police Department, but for no specified minimum period of time.
The proposed job specification change would add one year of full-time experience as a Redondo Beach Police Department Lieutenant as a requirement to be eligible to apply for the position of Police Captain. The one-year requirement at the rank of Police Lieutenant will give the applicant time to gain knowledge and experience at a command staff / management level, allowing for real-time evaluation and enhanced preparation for existing Redondo Beach employees prior to consideration

for promotion and transition to the rank of Police Captain.
The Police Lieutenant job specification currently requires two years of full-time Police Sergeant experience from a California POST, or equivalent, police agency, but does not require that experience be with the Redondo Beach Police Department. The proposed job specification updates the required experience to reflect a minimum of two years of Police Sergeant experience with the Redondo Beach Police Department. Police Sergeant is the initial supervisory promotional level within the Redondo Beach Police Department. Changes in the profession of law enforcement including protocols, technology, policy, legislation and generational adjustments are common. Having current and relevant experience at the rank of Police Sergeant with the Redondo Beach Police Department is critical to the evaluation and determination of the suitability of an individual to be successful at the rank of Police Lieutenant in the current age, and will maintain consistency with the career development and succession planning goals of the Department.
The Police Lieutenant job specification also currently requires applicants to possess a Bachelor’s Degree or Associate’s Degree from an accredited college or university, or be a current participant in the POST Supervisory Leadership Institute (SLI). The proposed Police Lieutenant job specification change also includes the removal of “participant” in SLI to “completed.” This proposed adjustment expresses the importance of continuing education among future candidates for Police Department leadership positions, which is essential to building the critical characteristics of managers and will encourage Department members to pursue additional educational opportunities throughout their careers.
The Communications Supervisor job specification currently requires three years as an Emergency Services Dispatcher (ESD). The proposed job specification would update the required experience to two years as an ESD. The proposed minimum experience requirement is consistent with other firstline supervisory level positions, such as Police Sergeant. Adjusting the required experience to two years will increase the availability of eligible applicants, including current City employees, who have demonstrated a level of preparation and skill consistent with the expectations for the position of Communications Supervisor.
This action is recommended pursuant to Section 2-3.502 of Article 5 and Section 2-3.603 of Article 6, Chapter 3, Title 2 of the Redondo Beach Municipal Code, which authorizes the Mayor and City Council to set forth, from time to time, the class titles and specifications for job classifications. The proposed job specifications for Police Captain and Police Lieutenant have been discussed with, and approved by, the Police Officers Association (POA). The proposed job specification for Communications Supervisor has been discussed with and approved by the Professional and Supervisory Association (PSA). These listed employee groups serve as the applicable labor associations for the identified job specifications.
COORDINATION
The Police Department coordinated development of the class specifications with the City Manager’s Office, Human Resources Department, Police Officers Association and the Professional and Supervisory Association. The City Attorney’s Office reviewed and approved the Resolutions as to form.
