AQUATIC CENTER GRANT FOR SAILING PROGRAM
To offset expenses, the City applies for an annual grant from the California Department of Parks and Recreation, Division of Boating and Waterways, for the funding of the sailing program student scholarships and boating safety equipment. The current grant for $19,993 runs through May 31, 2022. The grant funds allow the City to keep the cost of the sailing program reasonable and to purchase necessary items such as replacement sails.

The attached spreadsheet indicates both revenue and expenses for FY 2017-18 through the current fiscal year.

L1 - Budget - Community Services Dept., Recreation

1. Management of the city's fleet of sailboats (4 keelboats, 2 dinghies) and one Boston Whaler for use in the sailing programs are never mentioned in the Purpose statement, while all other recreation sites are named.

2. Which line items contain the expenses the city pays to KH marina for slips for 5 boats.

What are those costs on a monthly or annual basis?

3. Where and how does the city account for the two "free" slips it in the PM marina, which it has been exclusively occupying and controlling since 2007, which were supposed to be referred to the Coastal Commission for the exclusive use by a non-profit sailing club? (Approximate value: $25/ft × 25' × 2slips x 12months x 16yrs = $15K/annually; $240K since 2007)

4. Where are the costs and revenues accounted for related to the city's sailing instructional program? How many individual students were served in each of the past 5 years? ew much wefts

5. Where are the costs and revenues accounted for related to the leasing of city boats to for instructis qualified sailors? How many times were each of the boats leased out in each of the past 5 years?

6. This information was requested by Council in a BRR over two years ago. For whatever reason, that request was never fully, nor accurately, with sufficient documentation, fulfilled.

7. I won't rehash details of the city's behavior regarding the RBSC; but every time a city employee has represented the city's sailing program either at Council or a Commission mtg, or in the press in the past 3 years, most representations were either flat-out wrong with respect to history, lacked awareness of what it takes to promote &sustain community sailing, or lacked accurate, relevant knowledge of the city's fleet of boats, budget &participation numbers, not to mention the compliance issue with the Portofino lease terms. I'm not the only one frustrated by this ongoing situation; our community's sailors know, talk to, &support each, &many are frustrated by what has transpired with the city's administration of its sailing program. Other community non-profit clubs have expressed similar concerns &fears.
4b. sume &re the city's "new" Soiling Ulns.
