TITLE
DISCUSSION AND POSSIBLE ACTION ON THE CITY’S STRATEGIC PLAN

APPROVE THE TWELVE-MONTH STRATEGIC PLAN OBJECTIVES

EXECUTIVE SUMMARY
On April 25, 2023, the City Council held a strategic planning session to discuss and update the City’s Strategic Plan. At the session, the City Council considered recent accomplishments, completed a strengths, weaknesses, opportunities, and threats (SWOT) analysis, re-affirmed the previously established three-year goals, and listed specific objectives for the upcoming planning period which was set for the next twelve-months. It is recommended that the City Council review, modify as needed, and approve the twelve-month objectives in the draft Strategic Plan. It should be noted that the draft Plan has been updated to include the brief feedback provided by the City Council at the May 16 City Council meeting.

BACKGROUND
The City has been committed to a strategic planning process since 1998, a process that focuses staff resources on achievable policy goals and objectives set by the City Council. A contract with Leading Resources Inc. for strategic planning consulting services was approved by Council in August 2022 for the facilitation of two strategic planning sessions/periods. The first occurred shortly after contract approval and the most recent strategic planning session was held on April 25, 2023.

During the session, the City Council discussed the City’s prior accomplishments (there were 65 objectives, projects, and initiatives that were recognized as having been completed during the planning period), re-affirmed the previously established three-year goals, and identified the objectives for the new plan.

The three-year goals (2022-2025), which serve as the overarching framework for the Strategic Plan, were reaffirmed and are as follows (not in priority order):
· Modernize the City’s Communication Systems
· Vitalize Core Commercial Areas of the City
· Increase Environmental Sustainability
· Invest in the City’s Infrastructure
· Maintain a High Level of Public Safety

· Enhance the Delivery of City Services
The attached Strategic Plan reflects the City Council directives discussed at the strategic planning session. Input on the goals and objectives was provided by members of the public who attended the session and by various City commissions via letter. The objectives have been drafted to ensure that they are specific and quantifiable, identify the various departments that will be responsible for their completion, and establish target execution dates that coincide with future City Council meetings, where appropriate.

The strategic plan objectives are typically scheduled to be completed within a six-month window.

However, given the number and complexity of the objectives proposed during the April 25th session, the City Council amended the time period for completion to occur over twelve months.

The City’s core values were not discussed at the strategic planning session and remain as follows:

Openness and Honesty
We welcome input from our employees and community. Our conduct, policies and programs reflect decisions made openly based on information that is easily accessible to all.

Integrity, Ethics and Accountability
