DISCUSSION AND POSSIBLE ACTION REGARDING THE ADOPTION OF A CITY COUNCIL

POLICY FOR THE DISPLAY OF CEREMONIAL FLAGS FROM CITY BUILDINGS OR ON CITY

DISCUSSION AND POSSIBLE ACTION REGARDING CEREMONIAL ACTIVITIES FOR PRIDE MONTH

EXECUTIVE SUMMARY
At the April 18, 2023 City Council meeting, staff was given direction to return with a City Council Policy regarding the display of ceremonial flags from City buildings or on City property, with specific direction to replicate the San Jose Flag Policy with minor amendments tailoring the language to Redondo Beach. Attached for Council’s consideration is the draft City of Redondo Beach Flag Policy, as well as the San Jose Flag Policy for review.

Related to the City Council’s decision to fly a Flag at City Hall in June to recognize Pride Month, staff was recently contacted by representatives of PFLAG and the South Bay LGBT Center interested in assisting the City with the coordination of a short ceremony commemorating the inaugural raising of the Progress Flag. Typically, a ceremonial event of this type is held preceding a scheduled City Council meeting and includes a series of speakers prior to the commemorative activity taking place (for example, the lighting of the holiday tree outside of City Hall). Staff is seeking direction from the Council on whether to coordinate a ceremony to celebrate the raising of the Progress Flag.

Additionally, staff was tasked with exploring the possibility of modifying or enhancing the lighting at the Pier to display a series of rainbow colors during Pride Month. Upon reviewing available options, staff has determined that this temporary lighting change is possible. However, due to time constraints, the project cannot be executed this June as it requires several weeks of lead time to coordinate procurement of the necessary supplies and to schedule the labor resources needed to install the lighting materials. If desired by the City Council, a Pride Month lighting display can be planned and executed in 2024.
