I'd like to thank the city council and city staff for championing CIP projects in the budget that enhance the quality of life for residents, including your support and funding for the community garden last year, which is now in the final stages of completion and will open soon.
Another facet of sustainability and quality of life in Redondo Beach is our commitment to building out the bicycle master plan. I'm happy to see that there are several CIP bike facility projects included in this budget. Enhancing bike facilities will enable more people to travel safely around Redondo and the South Bay by bicycle--a sustainable, zero carbon method of transportation. Bicycles are the future of transportation and are key to reducing traffic. We've seen a high uptake of biking in recent years among students and others on e-bikes. But in order to truly keep people on bikes safe, we have to invest in building protected bike lane networks.
I would like to ask that the following be considered:
1. That the CIP bicycle facility projects at Beryl St, N and S Catalina, Lilienthal, and Torrance Blvd be designed/built as protected Class IV bike lanes wherever possible, exceeding the safety levels of the plans outlined in the Bicycle Master Plan by using bollards, planters, and concrete curbs instead of just paint alone.
Each of these high-speed streets would be enhanced by bollard- or curb-protected bike lanes for traffic calming and safer mobility. Studies show that protected bike lanes enhance safety for ALL road users.
2. That city council requests the city to purchase and install a digital bicycle counter at the pier bike path above the International Boardwalk or along the Harbor Drive bike path to collect data on the number of people using the bike path.

I support the reduction in speed limits on these streets and would further support the use of traffic calming infrastructure like bulbouts, sidewalk widening, and street trees to use design to foster a reduction in speeds.

I would like to voice my support for the following strategic plan items and add some additional commentary/requests:
1. FAR adjustment on the Artesia Corridor (Goal 2, #1 and #3): An increase in FAR to 1.5 (and potentially greater) will go a long way towards promoting revitalization and walkability along Artesia. I think this is a smart step and would support a FAR of greater than 1.5 such as 2.0.
2. Parking regulations and Parking Improvement District at Artesia/Aviation (Goal 2, #4 and #8): This will help in the vision to create a downtown-feel to the district. According to former mayor of Pasadena, Rick Cole, one of the key pieces to the revitalization of Old Town Pasadena was parking reform. This was a multi-pronged process and included installing meter parking (with proceeds going towards lighting, planters, and other enhancements), parking permit programs in residential streets to reduce parking spillover, a "park once" philosophy at designated paid parking lots, and promoting walking and biking over driving with street improvements such as wide sidewalks, protected bike lanes, and ample bike parking. I highly support a Parking Improvement District, a parking permit program, and similar enhancements to the corridor.
3. Riviera Village Parklets (Goal 2, #15): I'm glad the city council is interested in making these outdoor dining parklets permanent, unlike other cities that are unfortunately doing away with them. In planning for this, I would like to suggest that the city also explores the permanent closure of Catalina Ave to cars from Vista Del Mar to Ave I to create a pedestrian and car-free dining district. There are many examples of successful pedestrian-only streets such as 3rd Street Promenade in Santa Monica and Main Street Moves in Ventura. Catalina Ave is “closed” several times a year for the Riviera Village Festival and 5Ks. I think a permanent pedestrian street would be really interesting and fun for the area, and can be piloted at the very least Agenda Item: eComments for P.1. 23-6086 DISCUSSION AND POSSIBLE ACTION REGARDING THE ADOPTION OF A CITY

I am writing to passionately advocate for raising the Pride flag in our city. It is vital that we demonstrate unwavering support for the LGBTQ+ community, especially in the face of the 490+ legislative attempts nationwide to marginalize them.
Let our city boldly fly the vibrant colors of the Pride flag, symbolizing our commitment to inclusivity and equality.
By doing so, we send a resounding message of acceptance and solidarity.
Raising the Pride flag isn't just a gesture; it is a lifeline to those who may feel marginalized and alone. Its presence will provide solace and courage, reminding them that they are embraced and celebrated in our community.
We must be beacons of hope for our youth who are navigating their identities. The Pride flag can inspire them, instilling a sense of pride and self-acceptance. Through this visual affirmation, we empower the next generation to live authentically and fearlessly.
By raising the Pride flag, we declare ourselves leaders in the ongoing fight for equality. Our city will stand as a shining example of progress, driving positive change beyond our borders. Together, we can create a community where diversity thrives, and love knows no bounds.
I urge you, esteemed members of the City Council, to seize this opportunity and raise the Pride flag. Let us be united in our support for the LGBTQ+ community, amplifying their voices and celebrating their contributions.
Thank you for your consideration. May our city become a vibrant tapestry of inclusivity, acceptance, and love for all.

My name is John Pickhaver. I live in the South Bay and I am resident of El Segundo. In 2021, I led the effort for the City - for the first time ever - to declare the month of June LGBTQ+ Pride Month in El Segundo and to also illuminate the City's water tower in rainbow lights. These are now annual traditions in town that residents look forward to and appreciates each year. I truly believe we are a better, more inclusive City because of it.
In recent years, renewed attacks on LGBTQ+ people make these acts of support all the more important. Such acts are made stronger when they engage the community at large, which is why I would like to express my support for a Pride flag raising ceremony. I hope that you will meet this moment as a City and be a leader in South Bay and show the LGBTQ+ community that they are valued, respected, and loved.
Thank you
