Strategic Plan Recommendations – Hansen – City Council May 30, 2023 I recommend that simple clauses be added to three of the Strategic Plan Objectives.
I fully support these objectives, but they could be modestly enhanced to fully capture the underlying intents of the Harbor Commission.
The Harbor Commission submitted a comprehensive 5-page list of recommendations. Two of those include:
1) Explore the feasibility of extending the south sea wall Rationale: An Army Corps of Engineers study shows that wave and surge action could be significantly reduced,
and with the [planned] investment in Mole C and D infrastructure, extension of the sea wall would reduce the risk of storm damage to the new amenities. Also, the calming effect of that extension would reduce the shutdown times of the new boat ramp and make it safer to use.
The Strategic Plan Objective, only states:
“Breakwater Repair: Prepare a report for City Council consideration identifying the breakwater’s condition and recommended follow-up action items, including any planned repairs by the Army Corps of Engineers and necessary support from state and federal agencies.” I recommend adding: including extension of the south sea wall.
2) Provide options to expand the Harbor Commission’s jurisdiction to cover the AES site, the Sonesta Hotel, Redondo Hotel, and Gold’s Gym.
Rationale: Members of the City Council and public have called for integration of the redevelopment of the harbor and AES sites, for an integrated, overall waterfront plan.
The AES property represents the only realistic opportunity to expand harbor infrastructure and activities in close proximity to the harbor.The harbor itself may have insufficient space to accommodate all the parking for the anticipated uses in the Amenities Plan. Similarly,the AES site would be an ideal site for dry boat storage and expansion of harbor educational uses.
The Strategic Plan Objective, however, only states:
“Harbor Commission Purview: Prepare an item for City Council discussion regarding the possible expansion of the Harbor Commission’s role and area of responsibility for planning matters.” I recommend adding: including the AES site.
Harbor Director
Within the Harbor Patrol section of the Fire Department Assessment, by Chief Kauffman, it was recommended that the City establish a new position of ‘Harbor Director’, to provide centralized harbor management and leadership.
For years, boaters and harbor stakeholders have noted that the following departments do a great job in their respective areas, but there is no centralized leadership.
<!--[if !supportLists]-->-
<!--[endif]-->Waterfront Department – Managing Leases
<!--[if !supportLists]-->-<!--[endif]-->Harbor Master – Public Safety <!--[if !supportLists]-->-<!--[endif]-->Harbor Commission – CUPs & Harbor Recommendations - but is not an operational body
The related Strategic Plan Objective only states:
“City Harbor Department: Provide a report to the City Council on the different harbor/marine management operating models (i.e.) the Avalon and Ventura Harbors.” I recommend adding: Including a potential Harbor Director I recommend that the following three objectives be enhanced to include these simple clauses:
Breakwater repair
including extension of the south sea wall.
Harbor Commission purview
including the AES site.
City Harbor Department
including a potential Harbor Director.
