TITLE

ACCEPT AS COMPLETE THE CITYWIDE SKATE FACILITIES PROJECT - PERRY PARK AND PAD 10 LOCATIONS, JOB NO. 30740, AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF

COMPLETION FOR THE PROJECT WITH THE LOS ANGELES COUNTY RECORDER AND RELEASE THE FINAL RETENTION PAYMENT OF $20,722 TO SPOHN RANCH, INC., UPON EXPIRATION OF THE 35-DAY LIEN PERIOD AFTER SAID RECORDATION AND NO CLAIMS

BEING FILED UPON THE PROJECT

EXECUTIVE SUMMARY
On October 5, 2021, the City Council awarded Spohn Ranch, Inc. (Spohn Ranch) a design-build contract for $140,000 for design and construction of the Citywide Skate Facilities - Perry Park and Pad 10 Locations Project, Job No. 30740 (Project). On December 6, 2022, the City Council approved an amendment to the contract for an additional $263,000 for the modification of skate features at Perry Park and an expansion of the facility design for Pad 10 at the Redondo Beach Pier.

During construction, staff issued one change order totaling $11,477.45, bringing the final contract amount to $414,478. The change order addressed unforeseen conditions requiring deeper excavation and additional removal of the existing concrete, and is within the authorization limit of the City Engineer as memorialized in the City’s Administrative Policies and Procedures (APP 14.1).

The Project is now complete and ready for City Council acceptance and authorization to release the final retention amount of $20,722 to the contractor upon expiration of the 35-day lien period and there being no claims filed. A ribbon cutting ceremony will be hosted at the waterfront skatepark facility after the mural, funded by the LA Kings to accompany the project, is complete.

BACKGROUND
The Citywide Skate Facilities Project, including Perry Park and Pad 10 Locations is included in the adopted Capital Improvement Program (CIP). The Project provided skate facilities at two identified locations at Perry Park and Pad 10 at the Pier.

On October 5, 2021, the City Council awarded Spohn Ranch a design-build contract to design and construct the skate facilities at the two locations. On June 1, 2022, the City received a letter from Spohn Ranch indicating that due to the hyper inflationary market, they could no longer construct the Pad 10’s originally approved design plan for the contract price. As part of the FY 2022-23 budget process, Council appropriated additional funds to the Project and directed staff to draft a contract amendment with Spohn Ranch to complete the Pad 10 skate facility and also include additional features at Perry Park. On December 6, 2022, the City Council approved an amendment to the

features at Perry Park. On December 6, 2022, the City Council approved an amendment to the Spohn Ranch contract for an additional $263,000 to complete both skate facilities. Construction for the additional elements at Perry Park began on January 3, 2023 and construction at Pad 10 began on January 20, 2023. On May 8, 2023 the projects were reviewed by staff and determined to be substantially complete.

During construction, staff issued one change order totaling $11,478, which addressed unforeseen conditions requiring removal of a thicker concrete section at Pad 10 and requiring more material for replacement. The change order brought the final contract amount to $414,478, a 2.5% increase over the amended contract amount of $403,000 and within the authorized limit of the City’s change order policy for construction projects.
