EXECUTIVE SUMMARY
The City of Redondo Beach contracts with a number of independent providers to offer recreation classes and camps to the community, which operate on a shared revenue basis. The proposed Agreement with Seeds of Joy, Inc. at the Wilderness Park Visitor’s Center would increase the City’s recreation offerings for preschool-aged children.
Seeds of Joy, Inc. is a multi-service, non-profit organization providing support and training for parents, teachers and caregivers. It’s parent and child enrichment classes offer innovative, naturebased learning for children and practical, hands-on programs to support and strengthen the growing child and family. Under the proposed contract, the City would receive 30% of the contractors’ gross revenues, estimated at $35,000 annually.
BACKGROUND
The Community Services Department conducts classes, camps and other activities that serve over 13,000 participants annually. The Department has a variety of adult and youth programs, which include special interest classes, day camps, and other activities. The majority of these activities are provided by independent contractors under agreement with the City. Through these Agreements, the City is able to provide expert instruction and diverse recreational activities. The contractors benefit from the City’s management of registration, customer service and fee collection for these class and camps. In addition, all classes and camps are advertised in a variety of ways including the City’s Quarterly Newsletter, the Community Services Department’s monthly E-Zine and the City’s Website.
In addition to offering quality recreational programming, the City of Redondo Beach benefits by receiving a share of registration fees. The contractors’ share of program fees is 70% and the City retains 30% of the revenue received for each activity. The City collects all fees paid by the user and the contractors invoice the City for their 70% share after the activity is completed. The 70/30 revenue share is a standard industry practice and has been implemented by many California cities as the preferred way of providing recreation programs.
