TITLE
ADOPT BY 4/5 VOTE AND BY TITLE ONLY RESOLUTION NO. CC-2306-057, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AUTHORIZING A 2022- 2023 FISCAL YEAR BUDGET MODIFICATION TO APPROPRIATE $50,000 FROM THE BEACH

CITIES HEALTH DISTRICT GRANT FOR HOMELESSNESS SUPPORT SERVICES TO FUND

REDONDO BEACH PALLET SHELTER OPERATIONAL COSTS

EXECUTIVE SUMMARY
During the Fiscal Year 2022-2023 budget adoption process, the City Council authorized the Beach Cities Health District Grant for Homelessness Support Services to fund a mental health clinician position under the Police Department to be shared with the cities of Hermosa Beach and Manhattan Beach. That grant was not utilized this fiscal year, so staff recommends the $50,000 grant be appropriated to fund the operational costs of the Redondo Beach Pallet Shelter.

BACKGROUND
Since Fiscal Year 2005, the City has received grant funding from the Beach Cities Health District to offset funding for Fire and Police Department programs. This fiscal year, the Beach Cities Health District awarded the City an additional grant of $50,000 for Homelessness Support Services. This funding supports services to assist with the successful placement of individuals experiencing homelessness into housing. Services include, but are not limited to, pallet shelter, counseling, psychiatric treatment, substance use counseling, medical detoxification and/or medical services.

In addition, the City Attorney’s Office applied for the state Permanent Local Housing Allocation to fund the operational costs of the Redondo Beach Pallet Shelter. On February 15, 2023, the City received an award letter, granting the City $557,962. However, the California Department of Housing and Community Development Department is currently working on the Standard Agreement with the City, so the City has yet to receive these funds.

There are currently outstanding invoices from Los Angeles County for the operational costs of the Redondo Beach Pallet Shelter. The City Attorney’s Office anticipated the delay of funds from the state, so City Attorney Mike Webb spoke to Chief Executive Officer Tom Bakaly about including the pallet shelter as one of the uses for the Beach Cities Health District grant for Homelessness Support Services. Being that this fund was not utilized this fiscal year, staff recommends that the $50,000

Services. Being that this fund was not utilized this fiscal year, staff recommends that the $50,000 grant be appropriated to fund the Pallet Shelter operational costs.

COORDINATION
The City Attorney’s Office coordinated with the City Manager’s Office.

FISCAL IMPACT
A mental health clinician was not hired this fiscal year with the cities of Manhattan Beach and Hermosa Beach under the Police Department, so the Beach Cities Health District grant in the amount of $50,000 was not utilized. If it is not re-appropriated before the end of this fiscal year, the City risks losing this grant altogether.
