CalPERS Retired Annuitant
Consideration
Retired Communications Supervisor,
Nicole Bavis
June 6, 2023
Chief Joe Hoffman
Government Code 7522.56(f)
A retired person shall not be eligible to be employed for a period of 180 days following the date of retirement (waiting period) unless the following conditions are met:
• Appointment is necessary to fill a critically needed position or to maintain continuity of operation.
• Appointment has been approved by the Governing Body of the employer in a public meeting.
• Governing Body adopts a resolution authorizing the
exception of the 180 day waiting period.

Communications Supervisor Position
• The Communications Unit is allotted four Communications Supervisors. There are currently two vacancies needing to be filled; three after the retirement of Nicole Bavis.
• The Communications Supervisor position has direct oversight over the Communications Unit and is essential to sustaining emergency dispatch operations on a twenty-four seven basis.
• Communications Supervisors fill in as Emergency Services Dispatchers to help sustain emergency dispatch staffing when needed. • The Communications Supervisor position provides a high level of oversight on projects which are critical to the operation of the Police and Fire Departments.

Communications Supervisor Nicole Bavis
• Supervisor Bavis began her career with the Redondo Beach Police Department in 1985 as an Emergency Services Dispatcher. • She was promoted in 2017 to the rank of Communications Supervisor and has over 38 years of experience in Emergency Dispatch Services. • Supervisor Bavis possesses critical and unique job skills that will allow for continued Emergency Dispatch staffing as well as provide training and orientation to newly appointed Communications Supervisors. • Retaining Supervisor Bavis is essential to maintain staffing levels and the continued delivery of services for both the Police and Fire Departments, critical personnel oversight, and training in the Communications Unit.

Recommendation
• Adopt by title only, a Resolution of the City Council of the City of Redondo Beach, authorizing an exception to the CalPERS 180-Day waiting period, pursuant to California Government Code Sections 7522.56 and 21224 to sustain uninterrupted emergency dispatch operations in the Redondo Beach Communications Unit based on existing critical staffing levels.
