A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDONDO BEACH, CALIFORNIA, ADOPTING THE
COMMUNITY DEVELOPMENT BLOCK GRANT FISCAL YEAR
2023-2024 ANNUAL ACTION PLAN AND AUTHORIZING THE
CITY MANAGER TO EXECUTE AND SUBMIT ALL RELEVANT
DOCUMENTS
WHEREAS, the Community Development Block Grant (CDBG) Program was established under the Housing and Community Development Act of 1974 to improve living conditions for lowincome residents; and WHEREAS, the City of Redondo Beach (“City”) is the recipient of Community Development Block Grant (CDBG) entitlement funds, which are provided from the United States Department of Housing and Urban Development (HUD); and
WHEREAS, the City has been awarded Community Development Block Grant (CDBG) entitlement funds by the United States Department of Housing and Urban Development (HUD), totaling over $16 million in entitlement funds , to support a range of eligible projects and programs including housing rehabilitation, commercial rehabilitation, renovation of teen, community, and senior centers, park improvements, and funding for local public service agencies; WHEREAS, Title I of the Cranston-Gonzalez National Affordable Housing Act requires that state and local governments to have an approved five-year Consolidated Plan to be eligible for certain HUD programs, with the Consolidated Plan serving as a working guide for addressing local housing and community development needs; and
WHEREAS, an Annual Action Plan outlines strategies and goals established in the fiveyear Consolidated Plan, providing recommendations for the allocation of entitlement funds for the City’s housing and community development activities for the upcoming fiscal year; and WHEREAS, the City Council held Public Hearings on the Annual Action Plan during its regular meetings on April 4, 2023 and May 2, 2023, and subsequently adopted the Action Plan without comments.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The filing of the required Community Development Block Grant applications for the Fiscal Year 2023-2024 funds is approved.
SECTION 2. The City Manager or his designee is hereby authorized, to execute and submit all pertinent documents, including but not limited to, applications, agreements, amendments, and payment requests, on behalf of the City of Redondo Beach.
SECTION 3. The City Clerk shall certify to the passage and adoption of this resolution and shall enter the same in the Book of Original Resolutions.
