From: CAMERON HARDING, COMMUNITY SERVICES DIRECTOR
TITLE
ADOPT BY TITLE ONLY, RESOLUTION NO. CC-2306-059, A RESOLUTION OF THE CITY

COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, ADOPTING THE COMMUNITY DEVELOPMENT BLOCK GRANT FISCAL YEAR 2023-2024 ANNUAL ACTION PLAN AND

AUTHORIZING THE CITY MANAGER TO EXECUTE AND SUBMIT ALL RELEVANT DOCUMENTS

EXECUTIVE SUMMARY
As a recipient of Community Development Block Grant (CDBG) entitlement funds from the U.S.

Department of Housing and Urban Development (HUD), the City of Redondo Beach is required to develop the one-year Action Plan (AAP) and solicit input from residents as well as other interested organizations on the housing and community development needs in the City. The City Council approved the AAP at its regular meeting on May 5 through a reconvened Public Hearing deliberation, which was continued from the April 4, 2023 regular meeting. The Resolution authorizes the City Manager to execute and submit all relevant documents to HUD so that the City may receive FY 2023 -24 annual funding in the amount of $263,834.

BACKGROUND
The primary purpose of the CDBG Program, established under the Housing and Community Development Act of 1974, is to improve living conditions for low-income persons in the community.

Since 1986, the first year the City received CDBG funds, Redondo Beach has received CDBG entitlement funds totaling over $16 million for a variety of projects and programs including housing rehabilitation, commercial rehabilitation, renovation of teen, community and senior centers, park improvements and local public service agency funding.

A requirement for cities to remain eligible to receive funding is the annual approval of an AAP through a series of public hearing deliberations to allow the public an opportunity to comment and provide input on how it would prefer the funds to be allocated. Public hearings were held on April 4 and May 5, 2023 with no comments received. Therefore, the City Council approved the AAP at its May 5, 2023 meeting. As a follow-up to that item, included is the Resolution authorizing the City Manager to execute and submit all relevant documents to HUD so that the City may receive FY 2023-24 annual funding in the amount of $263,834.

COORDINATION
Community Services coordinated with the City Attorney’s Office to develop the Resolution.
