EXECUTIVE SUMMARY
The City strives to maintain the community’s quality of life through the excellence of our municipal services. To preserve the City’s ability to provide these services, selected fees covering costs to provide those services are proposed for update. While the City consistently looks for ways to contain costs, it must also regularly review the City’s fees and consider adjustments to reflect each service’s delivery expenses. Proposed for City Council consideration are adjustments to Community

Development, Public Works, Community Services, and Fire Department fees.

BACKGROUND
In order to most accurately reflect the delivery cost for the various services provided by the City, the fees charged by City Departments are regularly reviewed. At this time, fees associated with services provided by the Community Development, Public Works, Community Services, and Fire Departments are proposed for adjustment. The fee adjustments identified for FY 2023-24 consideration are as follows:

Community Development Department
Per Decision Package #1, a 5% increase to Community Development Department fees is requested to adjust for higher departmental operating costs. Department fees have not been adjusted since 2021. The specific fee adjustments by type are included in the attached master fee schedule update.

Approval of the fees would result in an ongoing increase to General Fund revenue in the amount of $160,000.

Public Works Department
Per Decision Package #2, Public Works Operating and Engineering Divisions fees are requested to adjust by 10% to adapt for higher equipment and personnel costs. The majority of the Department’s fees were last adjusted in 2018. The specific fee adjustments by type are included in the attached master fee schedule update.

Approval of the fees would result in an ongoing increase to General Fund revenue in the amount of $159,000.

Community Services Department
Per Decision Package #3, Community Services Department fees are requested to adjust for higher department operating costs including part-time salaries tied to minimum wage. Department fees have not been adjusted since June of 2018. Per a recently completed regional recreation fee study, the 10% increase would keep the City in alignment with the fees charged by neighboring cities. The specific fee adjustments by type are included in the attached master fee schedule update. Revenue from facility rentals is estimated to increase by $223,050, and select program revenues by an additional $147,790, if the fee adjustments are approved.

Approval of the fees would result in an ongoing increase to General Fund revenue in the amount of $370,840.

Fire Department
Per Decision Package #4, the Redondo Beach Fire Department Master Fee Schedule currently sets the Pre-Hospital Paramedic Assessment Fee at $100 per EMS call. This fee was established in 2010 and has not been adjusted since that time or regularly collected. EMS Treatment Fees are a form of cost recovery to support increasing EMS costs for advanced EMS services by first responders.

These fees are billed to the patient/user’s insurance company and contain a compassionate billing clause (fee waiver) when a patient/user is unable to pay the fee.

The fee covers items such as oxygen therapy, electrocardiogram monitoring, bandaging, intravenous solutions, medical supplies and the personnel costs of providing pre-hospital treatment. A recent fee survey conducted of other cities found that these First Responder fees vary from $250 to $400 and are common in many local cities including Long Beach, Huntington Beach, Anaheim, Burbank and Pasadena, as well as a number of other cities throughout the state. The Redondo Beach Fire Department provides platinum level EMS care to its community and responds to over 7,000 calls per year, with approximately 90% of the calls requiring EMS Paramedic services. The Fire Department requests the approval and implementation of a $313 fee that is included in the attached master fee schedule update.

Approval of the fee would result in an ongoing increase to General Fund revenue in the amount of $935,000.

COORDINATION
Communication of the Public Hearing for the proposed user fee revisions has been conveyed to the public through the publication of a Public Hearing Notice in the Easy Reader, at City Hall, and on the Financial Services webpage.

Under the direction of the City Manager’s Office, the Community Development, Public Works, Community Services, and Fire Departments participated in the preparation of the proposed fee amendments. The Resolutions were approved as to form by the City Attorney’s Office.
